13% of Ukrainian housing has been destroyed or damaged
Deputy Minister of Community and Territorial Development of Ukraine Artem Rybchenko said that during russia's full-scale war against Ukraine, about 13% of the country's housing stock was completely destroyed or critically damaged. He announced these figures during the German-Ukrainian Economic Forum in Berlin.
According to the official, these are not just numbers in statistical reports. The scale of the destruction directly affects the lives of millions of people who have lost their safe homes and are forced to wait for the opportunity to return home.

Almost three million people need new housing
According to estimates by the Ministry of Community and Territorial Development, almost three million Ukrainians are currently waiting for new homes. They lost their homes as a result of hostilities, shelling, and the destruction of civilian infrastructure.
“About 13% of our housing has been completely destroyed or damaged. Because of this, nearly three million people are looking for homes, that is, waiting for them. But behind every number is a name, a life, a story — these are not just statistics, this is reality,” Rybchenko emphasized.
At the same time, the Ministry of Community and Territorial Development notes that Ukraine's recovery is not limited to the construction of new buildings. It is about comprehensive reconstruction that will restore normal pre-war living conditions for people. According to Rybchenko, the state plans cover:
● residential buildings;
● schools and kindergartens;
● hospitals and medical infrastructure;
● energy and other basic life support sectors.
According to the government representative, this approach will allow people not only to obtain new housing, but also to truly return to their communities and resume their daily lives.
The role of international partners in Ukraine's recovery
During his speech in Berlin, Artem Rybchenko emphasized the importance of international support. He expressed his hope for further deepening cooperation between Ukraine and Germany, calling Germany not only a strategic partner but also a friend that supported Ukraine in its most difficult moments.
According to him, Ukraine is open to the participation of foreign businesses in the reconstruction process and is ready to provide transparent and understandable conditions for investors who want to contribute to the country's recovery.
