The used car market in Ukraine in 2025: growth in imports, demand for electric vehicles, and price changes
The used car market in Ukraine showed significant growth in 2025. Find out how import volumes changed, which cars were bought most often, how prices fluctuated, and what influenced demand
In 2025, the Ukrainian used car market showed strong growth in both quantitative and financial terms. Used cars and electric vehicles remain a key source of fleet renewal for Ukrainians, and imports in this segment have a significant impact on customs revenues to the state budget.
As Delo.ua notes, demand for imported used cars in 2025 grew by approximately 60% compared to 2024. The most active phase occurred in the fall, when monthly import volumes reached record levels.
Financial indicators and import volumes
In the first half of 2025, the total value of imports of passenger cars, both new and used, amounted to $2.55 billion, which is 12.5% more than in the same period of 2024. Almost a third of these imports were electric cars, a significant portion of which were used.
In total, more than 230,000 used passenger cars were imported into Ukraine during the year, which is 12% more than in 2024. This trend indicates stable demand for affordable cars and a gradual shift in interest toward electric vehicles.
Import dynamics throughout the year
The market developed gradually but consistently. After a modest start at the beginning of the year, imports of used cars grew every month:
● January — 14,500 cars
● February — 17,700
● March — 20,000
● April — 21.2 thousand
● May — 22.5 thousand
● September — 23.3 thousand
● October — 26.1 thousand (annual maximum)
● November — 23.5 thousand (–10% compared to October, but +60% compared to November 2024)
For comparison, in November 2024, approximately 14.7 thousand used cars were registered in Ukraine.
Regions with the highest demand
The highest activity in the market for imported used cars was observed in the following regions:
● Lviv region
● Kyiv region
● Dnipropetrovsk region
● Odesa region
● Vinnytsia region
Analysts explain this by a combination of several factors: developed logistics, proximity to the EU borders (with the exception of Dnipropetrovsk region), and relatively higher purchasing power of the population.

Most popular models and key trends
Among used cars, the most popular in 2025 were:
● Volkswagen Golf
● Renault Megane
● Skoda Octavia
● Volkswagen Tiguan
● Ford Focus
A separate trend of the year was the active growth of electric car imports. In some months, their share reached 30–32% of total imports. The most popular electric car models were the Tesla Model 3, Tesla Model Y, and Nissan Leaf.
The average age of imported cars was 8–9 years, which is slightly less than in previous years.
Prices for used cars: what became more expensive and what became cheaper
Experts note the polarization of the market in 2025:
● diesel cars became cheaper from $7,900 to $7,000;
● cars with LPG systems fell from $3,700 to $3,000, remaining the most affordable segment;
● gasoline cars remained stable at $6,000–6,650;
● hybrids fluctuated between $16,500 and $20,000, falling to $19,100 at the end of the year;
● electric cars rose in price from $15,800 to $17,000 due to expectations of a VAT refund on their import in 2026.
Analysts cite limited supply of new cars, high prices at car dealerships, stabilization of the hryvnia exchange rate, and Ukrainians' desire to renew their car fleet at minimal cost as among the reasons for the market's revitalization.
Import of trucks: a separate trend
In addition to passenger cars, the freight transport segment also grew in 2025. In January–November, trucks worth $897.2 million were imported into Ukraine, which is 7.5% more than a year earlier. The main supplier countries were Poland, France, and the United States. Truck exports remained minimal, at around $6 million.
