Ukraine wants to introduce technical inspections of vehicles directly on the roads: what you need to know
Ukraine is discussing a new format for vehicle inspections, which could change the usual rules for drivers and increase attention to the technical condition of vehicles while they are in motion. Experts are already warning about the possible risks, controversial checks and consequences for motorists. Ukraine is discussing the idea of introducing roadside technical inspections of vehicles, with vehicles being stopped while in motion. The initiative is explained by the need to improve road safety, but experts warn that this format of inspections may prove ineffective and create additional corruption risks. This is reported in an article by UNIAN.
Why the idea is being criticised
Vadym Ignatov, CEO of Luaz Motors, believes that checking the technical condition of cars directly on the road is the wrong approach. According to him, it is impossible to accurately measure most indicators in field conditions, and the checks themselves may become a formality.
The expert notes that it is particularly difficult to monitor environmental parameters. At low temperatures, accurate emissions measurements are virtually impossible, as there are no devices capable of providing accurate results in such conditions. This means that drivers could be fined on the basis of questionable data.
The alternative — digital control
According to Ignatov, technical inspections should be controlled not by stopping cars, but with the help of digital tools. As an example, he cites the inspection of motor vehicle insurance: the police already receive information by license plate numbers through electronic databases, and automatic cameras detect uninsured cars without the involvement of an inspector on the road.
A similar approach, he says, can be applied to technical inspections — without direct contact with the driver and without subjective decisions.

What do you need to know about technical inspections?
Mandatory technical inspection is a check of the condition of vehicles participating in road traffic. Its main purpose is to ensure that the vehicle complies with established safety standards and environmental requirements.
It is important to remember that MIA service centres do not carry out technical inspections. They only maintain a register of companies that are authorised to perform mandatory technical inspections.
During the procedure, specialists check:
▪️ the operation of the braking system and steering;
▪️ the condition of headlights and lighting devices;
▪️ the wear of tyres, wheels and glass;
▪️ the light transmission level of the glass;
▪️ the serviceability of gas cylinder equipment (if any);
▪️ the level of toxicity or smoke in the exhaust gases.
In addition, the overall technical condition of the car is assessed — from the integrity of the body to the fastening of number plates, the serviceability of the horn and other elements that affect traffic safety.
