The electric vehicle market is growing again in Ukraine: which brands are chosen most often

The electric vehicle market in Ukraine is changing faster than it seems at first glance: the share of new cars is growing, brand leaders are changing, and external factors are having a greater impact on imports. The electric vehicle market in Ukraine is showing growth again, despite fluctuations in monthly figures. November 2025 confirmed Ukrainians' continued interest in electric transport and recorded new trends in sales structure and buyer preferences.

Electric vehicle market: November 2025 results

According to data from the Institute for Automotive Market Research, the total volume of the passenger electric vehicle segment in November 2025 amounted to 13,500 cars. This is 2.3% less than in October, but in annual terms, the market grew by 143.8% compared to November 2024. This dynamic does not indicate a decline, but rather a general acceleration of ‘electromobilisation’ in the country.

How the market structure has changed

As before, imported used electric vehicles account for the largest share — 56.1% or 7,569 cars. However, the most notable event of the month was the growth of the new electric car segment, which reached a 23.4% share (3,154 cars). This is the first time that new electric cars have surpassed domestic resales in terms of volume and simultaneously exceeded the mark of 3,000 first registrations per month.

Used electric cars purchased on the domestic market accounted for 20.5% of the segment — 2,776 cars. In monthly terms, this sub-segment fell by almost a fifth, but in annual terms it still showed steady growth.

In terms of dynamics, domestic resales fell by 19.3% compared to October, but grew by 50.6% over the year. Imports of used electric vehicles fell by 4.6% over the month, but added more than 170% on an annual basis. The most impressive result was for new electric cars: growth of 28.9% for the month and 252% compared to November last year.

Electric vehicle fleet in Ukraine

As of the end of November 2025, there were about 214,700 electric vehicles in Ukraine. Of these, 210,300 are passenger cars, 4,400 are electric trucks, and only 9 are electric buses. The average age of an electric vehicle in the country is 5.6 years, making this segment the ‘youngest’ compared to other categories of the car fleet.

Which brands are chosen most often

Tesla has become the leader of the Ukrainian electric vehicle fleet, accounting for 20.2% of all registered electric cars. Although Nissan held the lead in the early stages of market development, its share has now fallen to 17.4%. Volkswagen ranks third with 12.2%.

This distribution reflects a shift in buyer interest towards more technological and long-range models, as well as an increase in imports of electric cars from the US and Europe, where Tesla and Volkswagen are particularly well represented.

What the experts say

Car market expert Ostap Novitsky notes that the decline in domestic resales is due to a short-term shift in demand towards new and ‘freshly imported’ cars. Buyers are rushing to purchase electric cars before the possible introduction of VAT on customs clearance. The annual growth is explained by the overall activity of the secondary market.

Imports remain a key driver of the segment due to the return of VAT. Experts attribute the slight monthly decline to a reduction in car deliveries from the United States — it is becoming increasingly difficult to deliver such cars before 1 January.

The new electric vehicle segment has traditionally been considered weak, but in 2025 the situation changed. More than 250% growth over the year and record sales volumes are mainly provided by independent multi-brand dealers. At the same time, the market outlook may be affected by a new factor — restrictions on the export of certain models introduced by the Chinese government.
