The number of new entrepreneurs in Ukraine is growing again, despite difficult economic conditions and wartime. This is due not only to the recovery of business, but also to changes in tax rules, which have forced many sole traders to resume work. The number of entrepreneurs — individual entrepreneurs (IE) — is growing again in Ukraine. This was announced by Danylo Getmantsev, Chairman of the Parliamentary Committee on Financial, Tax and Customs Policy.




Growth in the number of entrepreneurs


Since the start of the full-scale invasion, the number of new FOPs has increased by more than 200,000. In just eight months of 2025, more than 65,000 entrepreneurs were registered. At the same time, at the beginning of the year, there was a wave of closures — so-called ‘dormant’ FOPs ceased operations after the return of pre-war rules for paying a single social contribution and the introduction of a monthly military levy of UAH 800, which is mandatory even in the absence of activity.


According to Getmantsev, the increase in registrations does not mean an economic revival. This indicator does not reflect real business processes, but only confirms quantitative growth.

Sole proprietorships for tax evasion


In Ukraine, as before, business fragmentation is widespread — large companies register dozens of sole proprietorships to pay less tax. At the same time, according to him, the simplified taxation system should serve to support small businesses, not as an optimisation tool for large corporations.


Getmantsev noted that even during the war, some chains and companies continue to use such schemes, although every hryvnia is important for the army and the budget today.
