Residence permit in Ukraine through investment: requirements and contribution amounts
Foreign investors who plan to live or do business in Ukraine can obtain a residence permit on the basis of investment. Ukrainian legislation provides for this possibility, but there are certain differences in terms of the size of contributions and currency. Ukraine has a legislative mechanism that allows foreign investors to obtain a residence permit on the basis of investments in the country's economy. However, there are certain inconsistencies in the current legislation regarding the size of investments and the currency in which they must be made.
Permanent residence: investment of US$100,000
According to the Law of Ukraine “On Immigration,” in accordance with paragraph 3 of part two of Article 4 (as amended by Law No. 1390-VIII of May 31, 2016), immigration permits outside the quota may be granted to persons who have made a foreign investment in the Ukrainian economy in the amount of at least USD 100,000. Such a contribution opens the way to obtaining permanent residence (PR).

Temporary residence permit: contribution to a company of EUR 100,000
At the same time, the Law “On the Legal Status of Foreigners and Stateless Persons” (Article 12) establishes a different rule. A foreigner can obtain a temporary residence permit if he is a founder, participant, or beneficial owner of a Ukrainian company, and his share in the authorized capital is at least EUR 100,000 (at the official exchange rate of the NBU on the date of the investment).
This difference in requirements creates some confusion for investors, as the amount in dollars and euros may vary depending on the exchange rate.
Thus:
- for a temporary residence permit, a foreigner must invest the equivalent of EUR 100,000 in the authorized capital of a Ukrainian company;
- for an immigration permit (i.e., permanent residence), an investment of at least USD 100,000 in freely convertible currency must be made.
Usually, an investment of EUR 100,000 covers the requirement of USD 100,000. However, in the event of a change in the exchange rate, it may be necessary to additionally finance the contribution so that it meets the minimum threshold for obtaining an immigration permit.
