The cost of fuel in Ukraine may increase significantly by the end of November, according to UNIAN, citing fuel expert and founder of the Prime group of companies, Dmytro Leushkin. According to him, Ukrainians should prepare for price increases for both diesel and petrol for various

reasons, including import restrictions and a shortage of resources on the European market.

Reasons for a possible rise in fuel prices in Ukraine


Fuel market analysts expect a new wave of fuel price increases. The main reason is a shortage of resources in Europe following the introduction of the 19th package of sanctions against russia, which has affected supply logistics. Ukraine, for its part, has restricted imports of fuel that could be of Russian origin. This has narrowed supply channels, especially for diesel fuel.


Such restrictions have already created a shortage in the Ukrainian market, and traders, despite significant margins, are in no hurry to lower prices. According to experts, diesel may rise in price by 2–3 hryvnia per litre, and petrol by 1–2 hryvnia.


When can we expect fuel prices in Ukraine to stabilise?


Loushkin predicts that the market may only stabilise in December if Ukraine resumes supplies from the Romanian port of Constanta. It is precisely because of restrictions on this route that diesel fuel imports fell significantly in October, putting additional pressure on prices.

If the restrictions are lifted, he says, the deficit will decrease and fuel prices may remain at current levels without further increases. However, traders are currently preparing for price increases until at least mid-December.

How do taxes and seasonality affect the fuel market?


In addition to the shortage of resources, seasonal factors will also affect prices. With the onset of winter, demand decreases, but logistics and procurement costs remain high. From 1 January 2026, excise duties on fuel will also increase in Ukraine, which will be another factor in raising prices at petrol stations.


According to experts' forecasts, in the coming months, the cost of diesel fuel may reach about 65 UAH per litre, and petrol — over 70 UAH.
