Europrotocol without restrictions: how will payments and driver behaviour change in 2025?

More and more Ukrainian drivers are refusing to call the police in minor traffic accidents. Over the past year, Europrotocol has gone from being a little-known tool to the main method of settling accidents.
What exactly has changed and why drivers have begun to trust the system — we explain further in this article.
Every second accident without the police
The Motor Transport Insurance Bureau of Ukraine reports that in the first nine months of 2025, 44.8% of road accidents in Ukraine were settled independently — through Europrotocol. For comparison, a year earlier, such cases accounted for only 37%. This means that almost every second accident today is resolved without the involvement of the police.
The reasons are obvious: less bureaucracy, faster compensation, and confidence that compensation will be paid in full.
New rules with no limit on compensation
The most notable innovation of 2025 is the removal of restrictions on payments under the Europrotocol.
Previously, the maximum amount of compensation could not exceed UAH 80,000. Now it is determined by the insurance contract:
– for policies concluded in 2024 – up to UAH 160,000 per victim;
– for policies issued in 2025 – up to UAH 250,000.
This decision has made the system more fair and flexible, and most importantly, it has restored confidence in insurance as a real tool for financial protection.

Online registration: traffic accidents are now handled from a smartphone
Another reason for the growth in popularity is the emergence of a convenient electronic Europrotocol.
Now there is no need to fill out paperwork at the scene of the accident. All you need to do is take a photo of the car, describe the circumstances and confirm the data with an SMS code, and the document is automatically sent to the insurance companies of both parties.
