Ukraine is preparing large-scale support programmes for war veterans: as early as 2025, they will be able to obtain motor third-party liability insurance policies free of charge, and from 2026, they will be able to receive compensation. By the end of 2025, two state initiatives aimed at supporting war veterans and people with disabilities resulting from combat operations will come into effect in Ukraine. These initiatives involve compensation for compulsory motor third-party liability insurance (MTPL) and reimbursement of expenses for the conversion of personal vehicles, according to Minister for Veterans Affairs Natalia Kalmykova, as reported by Interfax-Ukraine.


Compensation for vehicle conversion expenses


Starting in 2026, Ukraine will launch a programme under which veterans with disabilities resulting from war will be able to receive reimbursement for the cost of converting their own cars — up to 70,000 hryvnia. This applies to those who adapt their vehicles to their own needs after injuries or mobility limitations.


According to Kalmykova, the ministry is currently preparing all the necessary regulatory and legal acts so that the programme can start next year. To participate, veterans must have a driving licence, even if it was obtained before they became disabled. This, as the minister emphasised, is a matter of personal and road safety.


The programme is designed for several thousand participants, and compensation will be provided in stages throughout the entire period of the initiative.

Free compulsory motor third-party liability insurance for veterans


Another important initiative is the reimbursement of the cost of compulsory motor third-party liability insurance for vehicle owners. It will come into effect in 2025.


Veterans and persons with disabilities resulting from war will be able to obtain insurance free of charge: 50% of the cost of the policy will be covered by a discount, and the other 50% will be compensated by the state.


The programme will cover cars with an engine capacity of up to 2.5 litres. The application process is planned to be as simple as possible — policies can be purchased online with a single click through the Diia app.


Approximately 260 million hryvnias have been allocated in the 2025 budget for the implementation of the initiative, which, according to the calculations of the Motor Transport Insurance Bureau of Ukraine, will cover thousands of participants. The Ministry expects that after the programme is launched, interest in taking out insurance policies among veterans will increase significantly.
