Tax debt collection and tax payment through Action: what changes are proposed by the State Tax Service

In early October 2025, the State Tax Service announced at a meeting with businesses that it was working with the Ministry of Digital Transformation to develop a series of innovations that would significantly simplify the work of regulatory authorities and the fulfilment of obligations by citizens. In early October, the State Tax Service held a meeting with businesses, at which tax officials discussed the innovations that Ukrainians can expect to see very soon. We provide more details in this article.


Paying taxes through Diya


Currently, only entrepreneurs can pay taxes through Diya. The State Tax Service has announced that it is working with the Ministry of Digital Transformation to develop an algorithm that will make this option available to ordinary citizens as well. The following features are currently planned to be launched:

– verification of real estate and vehicles;

– receipt of payments (most likely, this refers to payments from real estate tenants);

– obtaining information about debts;

– paying property taxes.


Automatic collection of tax debts


The State Tax Service reports that software is currently being developed that will allow funds to be automatically debited from the accounts of tax debtors. The system will operate entirely legally – payments will be made officially through the National Bank.


Accordingly, payment instructions will be replaced by electronic ones, which will facilitate interaction between the Treasury, tax authorities and payment services.

Expansion of the network of tax advisor offices


Currently, there are 20 State Tax Service locations operating in Kyiv and the regions, which have provided 5,000 consultations. Future plans include:

– increasing the number of tax advisors;

– creating ‘roadmaps’ for the most common questions;

– launching online registration for visitors.

Launch of the ‘Tax Revenue Monitoring’ dashboard


The ‘Tax Revenue Monitoring’ dashboard has been launched on the State Tax Service web portal. The programme has three main objectives:

– to track the dynamics of tax payments;

– assessing the speed and efficiency of plan implementation;

– generating ‘transparent’ budget data.


Launch of the E-audit system


E-audit is currently in the testing phase – taxpayers have submitted 580 files for digital analysis. The system is scheduled to launch in 2026.


Launch of the E-Excise system


Tax authorities are currently awaiting the adoption of the necessary regulatory act to launch the E-Excise system. It is currently unknown whether the launch date will be postponed or whether paper and electronic stamps will be used simultaneously during a certain initial period.
