The UK is preparing the most significant tightening of immigration rules in recent years. Violators and people who do not speak English “at a high level” will be denied permanent residence in the UK. This was announced on September 29, 2025, by British Home Secretary Shabana Mahmood, who presented proposals aimed at curbing migration.


Double the time to obtain status


The proposed settlement model is contribution-based and aims to reduce net migration, strengthen integration, and reduce pressure on public services.

Under the new conditions, applicants will have to have been legally resident in the country for at least 10 years — twice as long as at present.


Requirements for applicants


Individuals will be able to reduce the period if they meet the income or integration requirements. On the other hand, those who have broken the rules will have to wait longer or will be refused.

To obtain indefinite leave to remain (ILR), it will be necessary to demonstrate integration into society — through the payment of national insurance, official work, or volunteering, rather than through social benefits.

Key conditions for permanent residence


The Home Secretary has announced a list of requirements for obtaining ILR:


- having a formal job;

- paying National Insurance contributions regularly;

- not receiving social benefits;

- having a high level of English language proficiency;

- having a clean criminal record;

- contributing to society (e.g., working in the local community).


Discussions on these proposals will begin before the end of the year and will be open to all interested parties.

The changes are seen as a response to statements by Nigel Farage and his Reform party, which proposed abolishing ILR for non-EU citizens and banning them from receiving social benefits even after obtaining status.


Previous steps taken by the government


These initiatives are a continuation of the reform announced in May 2025. At that time, the White Paper “Restoring Control over the Immigration System” was published, outlining the areas of change:


- increasing the period for obtaining ILR from 5 to 10 years;

- introducing an “earned settlement” model for those who prove their contribution to society;

- tightening requirements for all major visa categories — work, student, and family reunification.


Will the changes come into effect?


All of the above innovations remain political intentions for now. They are at the stage of public consultation and can only be implemented after amendments to the Immigration Rules or the adoption of new laws by Parliament.
