Ukraine is preparing for winter without large-scale power outages, provided that the energy system does not suffer any new attacks. Ukrenergo is restoring power generation, strengthening the protection of facilities, and expanding the possibilities for importing electricity from the EU. Ukraine is entering the new heating season with the hope of getting through it without large-scale power outages. According to representatives of NEC Ukrenergo in a comment to Ukrinform, this is possible provided that the power system does not suffer new massive attacks from russia.
Forecasts and conditions for stability
Ukrenergo emphasizes that the success of the winter season directly depends on several factors: the intensity of possible shelling, the speed of repair work, and the ability to attract additional reserves.
“If there are no new systematic attacks on energy facilities, there is every reason to expect that the winter season will pass without restrictions on electricity consumption. We are preparing according to plan, but we must be ready for any scenario,” the company's press service said.
In fact, even with reserves in place, the situation remains dependent on the enemy's actions. In the event of massive strikes, local outages are possible, but the operator assures that the system is capable of quickly restoring operation.

Restored and new generation
In recent months, Ukraine has managed to restore a significant part of the damaged generation and transmission systems. An important factor was the connection of new distributed generation facilities, both industrial and private. Businesses are increasingly using backup installations, which increases the overall stability of the power system.
The segment of gas turbine and gas piston power plants is growing particularly rapidly. According to manufacturers, as of early September 2025, their capacity had increased by more than 200% compared to last year. This allows for the rapid coverage of peak loads in the grid, especially during the winter months.
Preparing for peak loads
Ukrenergo plans to use all available resources: from traditional generation to import capabilities. Commercial electricity trading with EU countries remains an additional tool for stabilizing consumption. This means that, if necessary, Ukraine will be able to purchase electricity from neighboring countries to avoid shortages.
Repair campaign and infrastructure protection
An equally important part of the preparation was the work to restore and protect energy facilities. According to the company, the following activities are actively ongoing:
- repair and modernization of damaged equipment;
- replenishment of stocks of materials and equipment for emergency work;
- strengthening of physical security of infrastructure;
- expansion of the technical capabilities of repair crews.
Thanks to these measures, the system is able to quickly resume operation even after serious damage. “Scheduled repairs of the network are being carried out in full, and emergency repair work is being performed. This allows us to look ahead to the winter period with greater confidence,” Ukrenergo concluded.
What does this mean for consumers?
Despite all the risks, the forecasts remain relatively optimistic. Massive planned power outages, as was the case in the winter of 2022–2023, are not currently predicted. At the same time, Ukrainians are advised to be prepared for possible short-term interruptions in the event of new attacks.
Thus, the winter of 2025 promises to be much calmer than previous seasons, but the final scenario will depend on external factors beyond the control of the Ukrainian energy system.
