Enrolment in 2025 in Ukraine: what innovations has the Ministry of Education prepared for applicants?

The 2025 admission campaign has started in Ukraine, and the Ministry of Education and Science has introduced a number of important changes affecting all levels of higher education, from bachelor's to postgraduate studies. This year, applicants should pay special attention to the new rules so as not to miss opportunities and avoid mistakes when submitting documents.
Priorities now also apply to contracts
One of the key innovations is the requirement to indicate priorities not only for applications for state-funded places, but also for contract places. This is related to the possibility of receiving an educational grant — state financial support for those who did not get a state-funded place but meet the established criteria.
Applicants can now submit two applications for the same speciality at the same university:
▪️ the first — for a budget place (with the possibility of transferring to a contract place in case of refusal);
▪️ the second — directly for a contract place.
Important to remember: state support can only be obtained once. If you refuse a state-funded place, you will lose your right to a grant in the future.

Competitive score: different formulas for different years
In 2025, the competitive score of applicants will be calculated using different formulas depending on the year of the NMT (national multi-subject test).
Even with the same results, the final score may vary significantly. To avoid confusion, use the competitive score calculator on the official Vstup-2025 page in the EDEBO system.
Master's programme: new exams and conditions
Starting in 2025, the list of specialities requiring the EFVI (single professional entrance exam) will be expanded for admission to master's programmes. The following have been added to the list:
▪️ linguistics;
▪️ art history.
In addition, some fields are switching to a single state qualification exam, replacing the former EFVI format. Therefore, it is important not to rely on the requirements of previous years, but to check the current admission requirements for your chosen specialisation.

Postgraduate studies are moving online
For the first time in Ukraine's history, admission to postgraduate studies will take place entirely online. Through their personal electronic account, applicants will be able to:
▪️ register;
▪️ upload photos and documents;
▪️ submit applications without having to visit the admissions committee.
To be admitted, you must:
▪️ pass the EIT (single entrance exam) — at least 150 points for each block;
▪️ pass the EIT (single professional entrance exam) — at least 100 points.
Please note that the admission deadlines for postgraduate studies differ from those for bachelor's and master's programmes — please check the dates separately.
Update of the list of specialities
From 2025, Ukraine will introduce an updated list of fields of knowledge and specialities:
▪️ some specialities have been renamed and recoded;
▪️ new fields and specialisations have been added;
▪️ some fields have been merged.
This is important to consider when choosing a field of study and submitting applications.
