The issue of car insurance in Ukraine is important for foreigners, as legislation and requirements may differ from what they are used to. In Ukraine, there are two main types of car insurance that foreign citizens can use. We will tell you about them.

Car insurance for foreigners: when is it needed, where and how to get it?

Car insurance, or MTPL, is compulsory civil liability insurance that covers damage caused to third parties in the event of a traffic accident.

MTPL covers:

▪️ Material damage. The insurance company compensates other road users for damage caused as a result of a traffic accident.

▪️ Damage to the health of victims. Covers medical expenses for third parties who have suffered in an accident.

It is important to know that this insurance does not cover personal expenses for the repair of your car and the driver's injuries — these items are covered by Mini-HULL insurance, which is a budget option for HULL, but covers a wide range of risks, including military risks.

Foreigners in Ukraine need to obtain MTPL insurance for a foreign-registered car located in Ukraine if they do not have a Green Card or plan to stay longer than the Green Card covers.

For foreigners who have a residence permit and a car with Ukrainian number plates, motor third-party liability insurance is available on the same terms as for Ukrainian citizens.

How to get motor third-party liability insurance?

First of all, you need to understand that in order to get motor third-party liability insurance, your car must be registered in Ukraine and have Ukrainian number plates.

To begin with, the driver must choose an insurer. On the Visit Ukraine portal, you will find a wide range of motor third-party liability insurance offers from various insurers. This will allow you to choose the insurance package that suits you best. Another advantage is that you do not have to visit any offices, but can simply apply online.

The following documents are required for registration: passport and residence permit; vehicle registration certificate in your name; identification code (if available).

Mini-HULL insurance for foreigners without a residence permit

If you have arrived in Ukraine in a privately owned car with foreign registration and do not have a residence permit, standard motor insurance is not available to you. However, mini-HULL insurance, which we described above, is available.

How to get mini-HULL insurance?

You can also find this type of insurance on the Visit Ukraine portal. In general, drivers are offered three mini-HULL packages: economy, basic, maximum + military risks.

For example, the maximum package includes:

▪️ Total destruction of the vehicle in the event of passive war risks.

▪️ Tow truck costs.

▪️ Traffic accidents involving another party.

▪️ Total destruction of the vehicle in a natural disaster.

The following documents are required to purchase mini-CASCO: passport; vehicle registration certificate in your country; length of stay in Ukraine (usually indicated when purchasing).
