How much of their salary do Ukrainians spend on housing: statistics by region
Renting a place to live remains one of the biggest expenses for Ukrainians, and its affordability varies significantly depending on the region. In western and capital cities, more than half of one's income may go towards rent, while in frontline regions, renting is much cheaper. Find out which regions are the most expensive to rent in and where it remains relatively affordable
Housing is one of the main expenses for Ukrainian households, and its affordability depends significantly on the region of residence. According to current economic criteria, spending more than 30% of income on housing is considered the threshold of affordability. However, in Ukraine, it is often necessary to spend a significantly larger share of earnings on this. With reference to LUN, we report on which regional centres rent eats up the largest share of the average salary, and where, on the contrary, it remains relatively affordable.
Overall, according to a CEDOS study, 42% of Ukrainian households spend more than 30% of their income on housing (rent, mortgage, utilities): of these, 29% spend between 31% and 50%, and 13% spend more than half of their income. This means that the financial burden associated with housing is beyond the norm for a significant part of the population.

One-room apartments:
Uzhhorod — 76% of the average salary;
Lutsk — 67%;
Lviv — 65%;
Kyiv — 61%;
Dnipro — 46% (+2%);
Mykolaiv — 30%;
Zaporizhzhia — 25%;
Kharkiv — 18%.
Two-room apartments:
Kyiv — 93% of the average salary;
Uzhhorod — 88%;
Lviv — 81%;
Kharkiv — 27%;
Zaporizhia — 35%.
It is noteworthy that the situation in Khmelnytskyi has improved: the indicator decreased by 11% and amounted to 44%. However, in Odesa, due to rapid price growth, rental costs have increased by 21% and now account for 70% of income.

Price gap
According to the results of the first half of 2025, LUN notes a huge difference between rental costs in different regions — up to five times.
▪️ One-room apartments: from 19,000 UAH in Uzhhorod to 4,000 UAH in Kharkiv.
▪️ Two-room apartments: from 28,000 UAH in Kyiv to 6,000 UAH in Kharkiv.
▪️ Three-room apartments: the gap reaches sixfold — 47,500 UAH in Kyiv against 8,000 UAH in Kharkiv.
At the same time, even the rapid growth of rates in the eastern and frontline regions does not make them leaders in terms of absolute rental costs: housing in Kyiv and in the west of the country remains the most expensive in Ukraine.
