In which countries do Ukrainians most often register companies?

Ukrainians continue to actively enter international markets, opening companies abroad — both to optimise business processes and expand their activities. Find out which countries are most attractive to Ukrainian entrepreneurs
According to the State Tax Service of Ukraine, Ukrainian taxpayers continue to actively open companies abroad. This information was confirmed by the results of the reporting campaign on controlled foreign companies (CFCs) for 2022–2024. During this period, more than 58,000 reports were submitted, of which almost 20,000 were submitted in 2024 alone.

Who submits CFC reports most often?
Of the 17,173 controllers who submitted reports, the vast majority were individuals (98%). Only 2% of reports were submitted on behalf of legal entities, confirming the high level of interest among private entrepreneurs and investors.

Where do Ukrainians most often register their businesses?
An analysis of the reports shows the countries where Ukrainians most often set up their companies:
▪️ Poland is the absolute leader with 23% of all reports. This is explained by both geographical proximity and attractive conditions for small and medium-sized businesses.
▪️ Cyprus, the United States and the United Kingdom — 10% of reports for each country. These jurisdictions are traditionally popular due to their flexible tax regime, legal protection and convenient infrastructure for international operations.
▪️ Estonia — accounts for 9%, largely thanks to the e-Residency system and the possibility of remote business management.
▪️ Other countries — account for 38%, indicating the wide geographical distribution of Ukrainian entrepreneurs' interests.
How much tax do CFCs declare?
Over the three reporting years, Ukrainian controllers declared 4.9 billion hryvnia in taxes payable. Almost 2.9 billion hryvnia of this amount fell on 2024, which may indicate an increase in transparency and involvement in official reporting under CFCs.
