Austria is changing its integration rules for refugees from 2026: what do Ukrainians need to know?

Austria is introducing new integration rules for refugees that will affect German language learning and social assistance. Find out how the requirements for refugees will change and what you need to prepare in advance
Starting in 2026, Austria will launch a new integration support system for refugees, which will expand educational opportunities and tighten requirements for citizens. The changes will affect German language courses, access to the labor market, and sanctions for failure to meet integration requirements. According to Heute, the country's authorities emphasized that integration should not be a formality — from now on, results will matter more than participation in the program.
Changes to requirements for refugees in Austria: new German language courses and priorities
Starting in 2026, all state-run German language courses will be restructured. They will now include three key components:
● direct language learning,
● preparation for entering the labor market,
● integration into Austrian society through the assimilation of values and norms of behavior.
These components will become mandatory requirements for receiving integration support. Simply attending classes will no longer be enough — it will be necessary to achieve clear results and demonstrate that the person is genuinely committed to integration.

Sanctions for refusing to integrate refugees: what is changing?
One of the main elements of the new strategy is the introduction of sanctions for those who do not wish to integrate. If a participant does not complete the courses or demonstrate progress, social benefits may be reduced or canceled.
This means that:
● failure to attend or complete courses will result in a reduction in social assistance;
● the state will no longer finance “formal” attempts at integration — real results are expected;
● the introduction of such a system should reduce the need for additional support, as more people will be able to find work and support themselves.
Integration Minister Claudia Plakolm emphasized: “Those who live with us must become part of our society. This includes not only learning German, but also understanding and accepting our rules and values.”
