Temporary protection status revoked for 18.6 thousand Ukrainians in Latvia: how to restore it?

The State Agency for Citizenship and Migration (PMLP) has revoked the temporary protection status of 18.6 thousand Ukrainians residing in Latvia. Find out more about the reasons, who can renew their status, what documents are required and how to apply
In Latvia, the Office of Citizenship and Migration Affairs (OCMA) revoked the temporary protection status of 18.6 thousand Ukrainian refugees. The reason was the failure to submit applications for residence permit extensions after the expiration of visas or previous permits.
The article below explains whether it is possible to restore the status and what needs to be done.
Why was the status revoked?
According to the USGM, Ukrainian refugees who did not apply for an extension of temporary protection within a month after the expiration of their documents were deprived of the corresponding status in the Register of Individuals. Presumably, some of these people have already left Latvia.
Among those who have lost their status are both persons whose documents expired in the first quarter of 2025 and those whose documents have been invalid since 2022.
How to restore temporary protection status?
If a Ukrainian refugee continues to stay in Latvia, he or she has the opportunity to restore his or her status. To do this, you need:

If you had a visa or residence permit:
A copy of the travel document;
A free-form application.
If a visa was previously issued:
A copy of the travel document;
A completed application form for a residence permit.
If the applicant is an adult citizen of russia or Belarus:
A copy of the travel document;
Completed application form for a residence permit;
Additional questionnaire for reporting to government agencies.
Documents can be submitted:
- By e-mail, using a secure electronic signature, to pasts@pmlp.gov.lv;
- By regular mail to the relevant territorial branch of the USGM;
- Through one-stop customer service centers.
In case of a positive decision, it will be necessary to apply to any territorial branch of the USGM for a new eID-card (temporary residence permit). The term for issuing the card is 10 working days.
How many Ukrainians stay in Latvia?
As of January 1, 2025, 47,654 people were registered in the Register of Residents of Latvia under the status of temporary protection, of whom 33,496 were ethnic Ukrainians.
In addition, there are 8673 ethnic Ukrainians without Ukrainian citizenship and 7194 Ukrainian citizens with other types of residence permits.
