Ukraine is a strong and unbreakable country that has been demonstrating its strength and endurance to the world for three years now. Despite martial law, its borders are open to foreigners, so any traveller can visit the country. In the first half of 2024 alone, 1.19 million (1188466) foreigners entered Ukraine, and in 2025, tourists continue to travel to Ukraine.
When planning a tourist trip, you should not only take care of organising the route and booking the tour, but also prepare documents for entering Ukraine and purchase a travel insurance policy. Which tourists need to take out a travel insurance policy before entering Ukraine? What should you look for when choosing one? Let's find out.
Which foreigners need to take out travel insurance before entering Ukraine?
According to Art. 16 of the Law of Ukraine ‘On Tourism’ and the Resolution of the Cabinet of Ministers of Ukraine, an insurance policy is a mandatory document for foreign citizens to enter Ukraine.
A tourist insurance contract must provide for the provision of medical care and reimbursement of expenses in the event of an insured event in the country of temporary residence. Tourist insurance (medical and accident insurance) is provided once for the entire period of a tourist trip.
A foreigner will also need an insurance policy:
- when applying for a visa (included in the list of required documents)
- when travelling on a visa-free basis (included in the list of certificates confirming visa-free travel).
Please note: The availability of an insurance policy is checked at the border crossing.
Additionally, when planning a trip abroad, you should take care of your health as much as possible, as illnesses usually happen unexpectedly, and health problems in an unfamiliar city can add unnecessary problems for tourists

What kind of insurance policy do I need to take out for a tourist trip to Ukraine?
When choosing a travel insurance policy, pay attention to the risks it covers. It is important that your package includes the following benefits
- general medical services in Ukraine for the amount of EUR 30,000 or more;
- outpatient treatment (visit to a specialised doctor, examination and consultation, instrumental and laboratory tests) in case of an insured event.
- Medicines prescribed by a doctor to provide assistance in the event of an insured event.
- hospitalisation (stay in a ward, intensive care unit, intensive care unit, medical care prescribed by a doctor, purchase of medicines).
- Coverage of expenses for isolation of the Insured person and persons who were in close contact with the Insured person.

Where can I get reliable insurance?
On the Visit Ukraine portal, you can take out any type of health insurance for foreigners or choose a policy covering military risks. These policies are suitable for tourist trips to Ukraine. Before applying for a policy, you need to consider several important nuances:
1. An annual medical policy with war risk coverage can be issued only for 1 year and is suitable for obtaining a residence permit.
2. Medical policies covering war risks (except for annual) can be issued for a period of 3 to 180 days, there are no age restrictions.
3. Medical policies (except for emergency protection) can be issued for a period of 3 to 180 days, age limit: 18 to 70 years
4. The insurance policy ‘emergency protection’ can be issued for a period of 1 to 30 days, age limit: from 1 to 75 years
What do medical policies from Visit Ukraine cover?
- Emergency medical care and transportation to a medical facility;
- Treatment of sudden illnesses;
- Hospitalisation;
- Medicines prescribed by a doctor;
- Outpatient treatment and examination;
- Accidents and injuries.
Additionally, the insurance may cover the following expenses:
- Diagnosis and treatment of COVID-19;
- Emergency dental care;
- Vaccinations and inoculations;
- Organisation and transportation to the country of permanent residence in the event of an insured event;
- Legal services, translation or restoration of lost documents;
- Compensation of losses to the injured party (civil liability);
- Staying in the waiting area in case of flight cancellation or delay and many other risks.

What protection does Visit Ukraine's medical policies with war risk coverage provide?
War risk insurance has classic health insurance coverage, including emergency care, outpatient treatment, hospitalisation and repatriation of the insured person (or his/her body in case of death) from the place of stay to the place of permanent residence and additionally guarantees financial compensation in case of an accident as a result of military operations, passive war risks, terrorist acts. It can be issued for a period of 3 to 180 days.

How to take out insurance for travelling to Ukraine?
Step-by-step instructions on how to apply for a policy
To apply for a policy on the Visit Ukraine portal, you only need your international passport. To purchase insurance, you must follow these steps:
1. Prepare your passport;
2. Choose an insurance package (that meets the request);
3. Choose the term of insurance;
4. Enter your date of birth;
5. Fill in the form with the data about the insured person (full name, e-mail, contact phone number, passport details, citizenship and place of residence);
6. Sign the insurance contract (you will need to enter a special code that will be sent to the specified e-mail);
7. Pay for the insurance policy.
How to use insurance services in case of an unforeseen event?
Step 1. Call the insurance company - the number is indicated in the insurance policy.
Step 2. The medical institution must be notified of the payment for services by the insurance company.
Step 3. During the call, provide the policy number, exact location, and a clear description of the problem.
Step 4. At the hospital, make sure that they have received a letter from the insurance company. It is better not to call an ambulance without notifying the company - you may be denied compensation for uncoordinated medical services.
