Despite the ongoing war in Ukraine, foreigners continue to come to the country, both for private or business purposes, as well as for tourism or study. Of course, citizens of neighboring countries arrive most often, but a significant number of tourists also come from distant countries, including the USA, Israel and Germany.


How many foreigners entered Ukraine in the first half of 2025, from which countries they arrived most often and which checkpoints were the most popular - we will tell you later in the material.

How many foreigners entered Ukraine in 2025?


According to official statistics provided by the State Border Guard Service of Ukraine at the request of Visit Ukraine, from January 1 to July 1, 2025, 1,195,000 foreigners entered Ukraine.


It is worth noting that during the same period last year, the number of visitors was 1,188,466 people. This indicates that despite the difficult situation in the country, the flow of foreign visitors remains stable and even shows a slight increase compared to last year.


Important! Regardless of the purpose of the trip to Ukraine, it is mandatory for every foreign citizen to take out an appropriate insurance policy. Citizens of which countries come to Ukraine most often?


The absolute leader in this ranking was and remains citizens of Moldova, so in the first half of 2025, 509,000 people entered Ukraine, which is 42.6% of the total number of foreigners who came to Ukraine in the first half of 2025.


The top three leaders also included Poland - 116,600 people and Romania - 197,000 citizens.


Top 10 countries whose citizens came to Ukraine most often in the first half of 2025:


1. Moldova - 509,000 people.

2. Poland – 116,600 people.

3. Romania – 197,000 people.

4. Hungary – 60,400 people.

5. Slovakia – 35,280 people.

6. Israel – 26,870 people.

7. Turkey – 22,850 people.

8. USA – 22,840 people.

9. Germany – 23,700 people.

10. Great Britain – 17,200 people.


In general, neighboring countries form about 70–80% of the total number of foreigners in the top 10. It is also worth noting the large number of Israeli citizens, which indicates an active flow of tourists and business trips.


Second ten – average indicators (Top 20):


11. Syria – 12,640 people.

12. Italy – 10,900 people.

13. Azerbaijan – 10,550 people.

14. Czech Republic – 10,140 people.

15. Lithuania – 7,600 people.

16. France – 7,160 people.

17. Georgia – 6,300 people.

18. Latvia – 4,940 people.

19. Canada – 4,900 people.

20. Netherlands – 4,900 people.


The second ten are dominated by citizens of countries who come to Ukraine mainly for private or business purposes.


Third ten (Top 30)


21. Bulgaria – 4,860 people.

22. China – 4,100 people.

23. Armenia – 3,200 people.

24. Sweden – 3,760 people.

25. India – 3,780 people.

26. Egypt – 2,670 people.

27. Denmark – 2,500 people.

28. Norway – 2,580 people.

29. Portugal – 2,380 people.

30. Finland – 2,070 people.


This group includes travelers from distant countries, such as China, India or Egypt.

According to the State Border Guard Service, the largest flow of foreigners and Ukrainians passed through the crossing points on the border with Poland, which is the main route for travel to the EU.


The busiest points in Poland:

- Szegyny – 2,138,700 crossings

- Kraków – 1,490,000

- Rawa-Ruska (car) – 1,090,800


These figures indicate that most trips are made by road, while railway crossings have a smaller flow (for example, Yahodyn-railway – 335,400).


Slovakia and Hungary show a smaller but stable flow, concentrated at key points: Uzhhorod (648,300), Chop (Tisa, car – 501,770).


Romania and Moldova also remain important routes. Porubne (1,003,670) and Palanka (736,870) stand out in particular, demonstrating activity in the southern direction.


How a foreigner can enter Ukraine in 2025: rules, necessary documents and convenient routes


The rules for crossing the Ukrainian border for foreigners have not changed. However, when planning such a trip, foreign citizens should familiarize themselves with the basic safety rules in order to avoid unwanted risks. This especially applies to the rules of conduct during air raids and missile threats, as well as curfews.


Rules for entering Ukraine and required documents


When entering Ukraine, foreigners must have:


- A valid international passport, and at least one blank page. For citizens of Turkey and Georgia, an ID card can be used instead of a passport.

- If the country is not on the visa-free list, a visa or e-visa is required (countries can issue an electronic visa online - up to 30 days).

- Documents confirming the purpose of the trip - invitation, reservation, medical assistance, study, etc.

- Insurance.

- Sufficient financial support – often $45 per day or equivalent.

- No official entry ban.
