On March 1, 2025, the Ukrainian government changed the rules for crossing the border for men transporting humanitarian and medical supplies. From now on, they can leave the country on a general basis. This is stipulated by the Resolution of the Cabinet of Ministers of Ukraine No. 57.
Who has the right to travel abroad?
Previously, to transport humanitarian aid, you had to obtain a permit through the Shlyakh system. However, according to the new rules, border crossing will be possible without registration in this system. The Ministry of Communities and Territories Development and regional military administrations will no longer make decisions on travel permits.

Starting from March 1, 2025, the following categories of persons will have the right to cross the border to transport humanitarian goods:
1. Persons reserved for the period of mobilization - persons who have been included in the list of reserved employees by enterprises, institutions or organizations and are not subject to conscription.
2. Unfit for military service for health reasons - men who have received a relevant conclusion of the military medical commission (MMC).
3. Fathers with many children - men who have three or more children under the age of 18.
4. Single fathers or men whose wives are in the military - men who are raising a child on their own or if their wives are in the military.
5. Persons with disabilities - men who have a confirmed status of a person with a disability.
6. Drivers engaged in international transportation - employees of business entities that have a license for international transportation of goods or passengers by road.

What documents do I need to have with me?
When crossing the border, citizens must present documents confirming their status. These may include:
- Certificate of deferment from mobilization or reservation documents.
- Military registration documents (if necessary, checked by the State Border Guard Service of Ukraine).
- Medical certificates for persons unfit for service or with disabilities.
- Birth certificates of children for parents with many children.
- Documents confirming the availability of an international transportation license for drivers engaged in humanitarian transportation.
These updates are aimed at ensuring more transparent and streamlined border crossing processes, as well as supporting humanitarian missions that help Ukraine in difficult times.
