The Verkhovna Rada passed the first reading of draft law No. 4380, which provides for a change in the principle of pricing administrative services provided through Administrative Service Centers (ASCs). This concerns more than 170 popular public services, some of which are currently free or cost a symbolic amount.

Why will prices for services at ASCs increase?

The authors of the bill point to a systemic problem: the current fees do not cover the cost of providing services. For example, registering a place of residence costs only 13.60 UAH, and the state fee for registering a marriage is 85 kopecks. In some cases, these services are provided free of charge, such as business registration or land ownership registration. This situation forces local authorities to subsidize these services from their own budgets or to work at the limit of their resources.

The explanatory note to the draft law separately emphasizes the lack of transparency in the system of payment for administrative services. Due to the imperfection of the current legislation, Ukrainians often face additional “service” payments that are not regulated by the state.

For example, obtaining a passport through the state-owned enterprise “Document” can cost up to 400 hryvnia per person, and under the “Marriage in a Day” project in Kyiv, citizens pay between 6,000 and 13,000 hryvnia, even though only a symbolic state fee of 85 kopecks goes to the local budget. This situation creates inequality, causes outrage among citizens, and requires a systematic solution.

What changes does the bill propose?

Bill No. 4380 proposes:

● to establish clearly defined amounts of administrative fees for the most sought-after services;

● to set the minimum payment for paid administrative services at UAH 20;

● to keep services in the field of social protection, pensions, for minors (in particular, the issuance of the first passport of a citizen of Ukraine) and for those in need of special protection free of charge;

● to provide a 25% discount on electronic services in order to promote online services.

● introduce a mechanism for reviewing rates at least once every three years to avoid devaluation of services and adapt the system to economic realities.

This initiative aims not only to increase local budget revenues, but also to improve the transparency of the process, eliminate questionable commercial payments, and modernize service delivery.
