The Ministry of National Unity of Ukraine has published an explanation of draft law No. 11469, which provides for the introduction of multiple citizenship. According to the government, this document will be an important step towards preserving national unity and restoring ties with Ukrainians around the world.

Objectives of the draft law

According to the minister, the adoption of the law is justified by the need to strengthen ties with the Ukrainian diaspora and create conditions for strengthening the future of the nation.

‘Ukraine needs to introduce multiple citizenship, which is an important tool for restoring and maintaining ties with Ukrainians around the world,’ said the head of the ministry, Oleksiy Chernyshov.

What will change for Ukrainian citizens and foreigners

The future bill provides for the legalisation of Ukrainian citizens who already have foreign citizenship. They will be able to officially retain their Ukrainian citizenship without renouncing their foreign citizenship. This will also open up the possibility for Ukrainian citizens to obtain citizenship of other countries without losing their rights to Ukrainian citizenship.

The draft law also provides for a simplified procedure for foreigners who wish to obtain Ukrainian citizenship on the basis of ethnic origin, as well as for those who have completed military service in Ukraine. The new procedure will significantly simplify the process of obtaining Ukrainian citizenship.

Myths and reality

The Ministry of National Unity has also refuted several myths about the bill, including the claim that the introduction of multiple citizenship could threaten the country's national security.

The clarification emphasises that despite having citizenship of other countries, a person residing in Ukraine will be recognised exclusively as a citizen of Ukraine.

Bill No. 11469 was passed by the Verkhovna Rada of Ukraine in its first reading on 17 December 2024. The initiator of this bill was the President of Ukraine, Volodymyr Zelensky. The President is confident that the adoption of this law will help bring back Ukrainians who left the country during the war and before it, and will strengthen ties with Ukrainians around the world.
