The Verkhovna Rada of Ukraine has proposed to simplify the process of recognising education obtained by Ukrainians abroad. The relevant draft law provides for amendments to the Law ‘On Complete General Secondary Education’ to adapt it to modern realities.
What does the draft law propose?
According to the proposal, it is planned to amend Article 6 of the Law ‘On Complete General Secondary Education’. This amendment will give Ukrainian citizens the right to recognise the results of education obtained abroad, subject to the following conditions:
▪️ Education must be obtained in institutions that do not belong to the aggressor or occupying state. Such states are determined by the Verkhovna Rada of Ukraine.
▪️ Learning outcomes must be confirmed formally (diplomas, certificates) or informally (courses, seminars and other educational programmes).
The Cabinet of Ministers of Ukraine will regulate the recognition procedure, which will allow for unification of the process.

Why is it important?
The draft law was initiated by the Chairman of the Verkhovna Rada Committee on Education, Serhiy Babak. He notes that a significant number of Ukrainian citizens living abroad receive their education outside the country. However, the existing mechanisms for recognising such results are often complex, bureaucratic and do not meet modern requirements.
The main objectives of the changes are
1. To create a legal framework for the recognition of education obtained abroad.
2. Reducing bureaucratic barriers for Ukrainians who want to confirm their education.
3. Integration of learning outcomes into the Ukrainian educational system for further study or professional activity.
What are the prospects of this draft law?
The adoption of this draft law will create new opportunities for Ukrainian citizens who are studying or have studied abroad. Simplification of the education recognition procedure will allow:
▪️ Continue their studies in Ukrainian educational institutions more easily.
▪️ Use the knowledge gained abroad to work in Ukraine.
▪️ Speed up the process of adaptation in Ukrainian society for those returning after a long stay abroad.
If the amendments are adopted, the Cabinet of Ministers of Ukraine will develop a procedure that will regulate the process of recognising foreign education. This will be a significant step towards modernising Ukraine's education system and integrating it with international standards.
