In light of the ongoing war in Ukraine, the delivery of humanitarian goods is becoming a vital task. Drivers transporting humanitarian aid need to be aware of all the necessary documents and procedures to ensure successful border crossings and delivery of aid to those in need. Here's what documents drivers need to transport humanitarian aid.
First of all, it is worth remembering that since 1 April 2024, new rules for the import of humanitarian aid by volunteers have come into force in Ukraine.
Here are the main changes:
- Electronic reports only.
- A letter of request from a military unit or other recipient of aid is no longer required.
- Now, the recipient of humanitarian aid can be an individual or a military personnel, not a military unit.

What documents do drivers transporting humanitarian aid need?
Currently, not all Ukrainians can travel abroad due to martial law and the law on mobilisation. Therefore, those who intend to travel abroad to deliver humanitarian aid must apply for registration in the Shlyakh system.
To do this, you need to submit a relevant application to the Ministry of Infrastructure or regional military administrations.
To obtain permission, it is enough to send a letter to the relevant regional military administration. The letter should be sent to an email address.
After processing your application, the relevant regional state administration decides whether you can travel abroad. If you are allowed to leave Ukraine to transport humanitarian aid, your information is entered into the Shlyakh information system.
As for military registration documents, the State Border Guard Service noted that border guards do not check such papers for persons transporting humanitarian goods.
The following documents are also required:
• a driver's licence of the appropriate category;
• documents certifying the state registration of the vehicle;
• technical inspection certificate (data on cars with Ukrainian registration is available in the database);
when transporting food products, the driver must have a sanitary book with valid entries;
• when transporting bulky or super-heavy goods, you must have a special permit from the police;
In addition, you will definitely need an insurance policy to enter other countries. "The Green Card is an analogue of a car insurance policy, only for travelling abroad.
Given that the countries of the European Union are members of the agreement on compulsory international insurance, all drivers are required to have a Green Card for their car to enter the EU.
If a person does not have insurance, or if it expires, they will simply not be allowed to cross the border. It should be understood that insurance verification can be carried out not only when entering a particular country, but also during a routine document check by police officers in the host country.
You can purchase an insurance policy on the Visit Ukraine website at this link. The online insurance process takes a few minutes, and the finished insurance will be sent to the specified email immediately after registration and payment.
You can check the authenticity of the insurance policy through the MTIBU database. To do this, go to the website and indicate the insurance policy number and the date on which you want to check the insurance.
