Unfortunately, corruption is one of the biggest problems in Ukraine, and both Ukrainians and some Western leaders have expressed dissatisfaction with the current state of affairs. In particular, the issue of corruption has been repeatedly raised at meetings on Ukraine's membership in NATO and the EU. 

The rejection of the draft law on electronic declaration by the Verkhovna Rada of Ukraine caused a separate heated debate in society. Who Ukrainians think is responsible for corruption schemes in the Ukrainian government and military administrations is discussed in the article below, based on a study conducted by the Ilko Kucheriv Democratic Initiatives Foundation in cooperation with the Kyiv International Institute of Sociology.

Almost 80% of Ukrainians consider Zelensky responsible for corruption

According to the survey, as of early July 2023, 78% of respondents believe that the President of Ukraine is directly responsible for corruption in the government and military administrations. Only 18% disagreed with this statement.

At the same time, the opinion of Ukrainian citizens is almost identical in all regions of the country:

– 79.1% in the West;

– 75.9% in the Center;

– 76.1% in the South;

– 80.1% in the East.

Sociologists also note that older Ukrainians are more demanding of Volodymyr Zelenskyy than younger people. While among respondents aged 18 to 29, 70% agree with the thesis that the president is directly responsible for corruption schemes, among people aged 60 and older, the share of respondents with a similar opinion reaches 81%.

In addition, 47% of respondents believe that corruption is the biggest obstacle to business development in Ukraine, and 52.5% of respondents are confident that criticism of the authorities regarding corruption does not destabilize the country and does not affect the level of trust of Western partners.

E-declarations to be? Zelensky vetoed the law on electronic declaration

On September 5, the Verkhovna Rada voted in favor of the draft laws on the restoration of electronic declaration and liability for late submission of declarations in the second reading. However, it was assumed that the registry would be closed for another year, and in case of delayed declaration of assets, officials could avoid liability. This caused a stir in political circles and society.

On September 12, Volodymyr Zelenskyy vetoed the draft law on e-declaration (No. 9534). In his video address, the President said:

"I vetoed the law adopted by the Verkhovna Rada, which contained restrictions on electronic declaration. I think everyone understands the reason for this veto. Declarations should be open immediately. Not in a year, but right now the register should be opened. Actually, the law should be voted on with this main amendment. Preferably quickly."

According to the official website of the Verkhovna Rada, the draft law "On Amendments to Certain Laws of Ukraine on Determining the Procedure for Submitting Declarations of Persons Authorized to Perform State or Local Government Functions under Martial Law" signed by the Chairman of the Verkhovna Rada of Ukraine was sent to the President of Ukraine for signature.

It is worth noting that the petition on the President's website demanding a veto of Law No. 9534 gained 25,000 votes in a matter of hours. As of today, the number of signatures has passed the 84 thousand mark. In addition, the opening of the registry is one of Ukraine's obligations under the agreements with the International Monetary Fund, and the declaration was supposed to be restored by the end of July. Therefore, according to most analysts and experts, the Verkhovna Rada of Ukraine will be forced to accept the President's amendments and there is no room for maneuver, as at least the veto of the law means that any changes are impossible.
