Diia announced digital customs clearance for cars: how the system will work and what the price will depend on
Ukraine plans to launch digital customs clearance for cars through the Diia app. Find out how the new system will work, what the customs value of a car will depend on, and how automation will change the process of importing cars from abroad
Ukraine is preparing to digitize car customs clearance, with plans to process applications directly through the Diia app. The idea behind the reform is to make the process fast, transparent, and as automated as possible, eliminating the human factor and corruption risks.
As explained by the Ministry of Digital Transformation of Ukraine, digital customs clearance should become a convenient tool for anyone who buys a car abroad and imports it into Ukraine.
Why car customs clearance is being transferred to a digital format
One of the key problems with the current system is the subjective assessment of the customs value of a car. Today, it is the customs officer who actually determines how much a car costs, and this opens up opportunities for manipulation, underestimation or overestimation of prices, and informal agreements.
The new digital customs clearance model provides for full automation of the assessment, without the involvement of officials. The decision on the value will be made by an algorithm using a single formula based solely on the technical characteristics of the car.
What car parameters will the system take into account?
Digital customs clearance will be based solely on objective data that cannot be falsified or changed manually. In particular, the system will take into account:
● the make and model of the car;
● the type of engine;
● the engine capacity or characteristics of the electric vehicle;
● the age of the vehicle.
These parameters will form the basis for the automatic calculation of customs value and payments.

How the customs value of a car will be calculated
To launch the new system, there are plans to create a customs value database that will accumulate historical information about cars that have already been cleared through customs in Ukraine.
It will include:
● data on prices for new cars cleared through customs since 2007;
● information on all used passenger cars that have undergone customs clearance.
Based on this database, the system will automatically determine the objective market price, which should prevent undervaluation in declarations and make the rules the same for everyone.
How car customs clearance will work in “Diia”
It will be possible to submit a customs declaration directly in the “Diia” application, and the entire process, according to the Ministry of Digital Transformation, will take no more than an hour. The algorithm will look like this:
● purchase of a car abroad;
● Authorization in Diia and entry of the VIN code;
● Automatic generation of a customs declaration;
● Electronic signing of documents;
● Payment of customs duties in the app;
● Verification of documents and the car at the border without a customs officer's assessment of the value.
After customs clearance is complete, car registration is also planned to be transferred to Diia, which will further reduce the number of offline procedures.
The basis for the launch of digital customs clearance is draft law No. 10380. It provides for the submission of electronic customs declarations through Diia and the launch of a new system for verifying the customs value of cars.
The government expects that the reform will bring Ukraine closer to European Union practices and make buying cars abroad easier and more predictable.
It is important to remember that customs clearance is only one of the stages of legalizing a car in Ukraine. After importing a car, it is also important to take care of the mandatory civil liability insurance. Civil liability insurance is necessary for the legal use of a vehicle on Ukrainian roads, and it is convenient to purchase a policy online before registering the car through Visit Ukraine — this saves time and avoids unnecessary formalities.
