Ukrainians are buying electric cars at record rates: why has demand for electric vehicles grown?

The electric vehicle market in Ukraine is experiencing a real boom. At the end of September 2025, Ukrainians set a new record: 12,113 electric passenger cars per month. This is 5.9% more than in August and 89.2% more than a year ago. This was reported by the Institute for Automotive Market Research. This growth is unprecedented and is linked to a number of factors that have made electric cars the most profitable choice on the market.

Reasons for the growing popularity of electric cars in Ukraine

The main drivers of growth are rising fuel prices, technological advances in electric cars themselves, and the approaching return of VAT on customs clearance.

Rising petrol and diesel prices are making the operation of internal combustion engine cars less and less economical. Against this backdrop, electric cars are becoming an alternative that allows you to save money on every trip. In addition, confidence in electric cars is growing thanks to improved performance — greater range, fast charging and lower prices on the secondary market.

However, the key catalyst for explosive growth has been the VAT factor. In just a few months, after the return of customs clearance tax, electric cars could become almost a third more expensive. That is why Ukrainians are rushing to ‘switch to electricity’ before the end of the year.

Market forecasts

According to the Automotive Market Research Institute, 55,400 electric cars appeared in Ukraine in the first nine months of 2025 alone. For comparison, this figure was 52,100 for the whole of 2024.

Experts predict that by the end of the year, another 27,000 electric vehicles will arrive: 20,000 used and about 7,000 new. Thus, by January 2026, the total number of first registrations could reach a record 82,000 units.

It is expected that after the introduction of VAT on customs clearance, the market will slow down slightly, but by the middle of next year it will stabilise and continue to grow, especially with the further development of the charging infrastructure.

Who is buying and which models are leading

Imported used electric vehicles traditionally occupy the largest share of the market — 53.4% (6,473 cars). Domestic resales account for 29.3% (3,552 cars), and new electric vehicles account for 17.2% (2,088 cars) — a new record in terms of registrations.

Compared to last year, the figures are impressive:

▪️ Imports of used cars increased by 107.7%;

▪️ Imports of new cars — by 153.1%;

▪️ Domestic resales — by 44.4%.

Total fleet of electric vehicles in Ukraine

At the end of September 2025, there were 193,500 electric vehicles registered in Ukraine, including passenger cars, trucks, and several electric buses.

The most popular brands remain:

▪️ Tesla — 20% of the total;

▪️ Nissan — 18.5%;

▪️ Volkswagen — 12.5%.

The average age of electric vehicles is 5.8 years — this is the youngest segment of the Ukrainian car fleet.
