The Main Service Centre of the Ministry of Internal Affairs has announced that Ukrainians can receive services not only with an ID card or internal passport. If you have forgotten your document at home, this is not a reason to cancel your visit — it is enough to present your foreign passport and a statement of residence registration. These documents confirm your identity and allow the centre's staff to provide the necessary service.

This option is especially relevant in everyday situations. For example, a driver has made an appointment to exchange his licence, but on the way there, he realises that he has left his passport at home. Or he cannot show his digital document in ‘Dii’ — his phone is out of battery. In such cases, there is no need to reschedule your visit to the service centre: your foreign passport will replace your internal document.

What can be done with a foreign passport

MIA employees note that most standard services can be used with a foreign passport. In particular:

▪️ take theoretical and practical exams to obtain a driving licence;

▪️ exchange or renew a driving licence;

▪️ carry out registration actions with vehicles — for example, buy, sell or re-register a car.

An important detail for future drivers

If you plan to take exams, in addition to your foreign passport and extract, you must provide a medical certificate of fitness to drive a vehicle of the relevant category. Without this document, it is impossible to take the exam.

The main thing — an extract from the register

A foreign passport alone does not replace an internal document if there is no information about the place of registration. Therefore, before visiting the MIA service centre, you should take care of obtaining an extract from the register of the territorial community in advance. You can get it online or at the Administrative Services Centre.
