Integration of the ESOZ with the border control system: how the government plans to exchange data between agencies
Ukraine plans to combine its electronic healthcare system with its border crossing database. Find out why the government wants to exchange information between systems and how this will affect patients and medical services
The Cabinet of Ministers of Ukraine has approved a draft law that provides for the integration of the electronic healthcare system (ESOZ) with the state border control system. This was reported by the Ministry of Health of Ukraine (MOH).
This step is intended to be part of comprehensive changes aimed at improving the digital infrastructure of healthcare, increasing data accuracy, and minimizing errors in citizens' documents.
What does the draft law change?
The draft law provides for the expansion of the list of state systems and registries with which the EHS can interact. In particular, the government proposes to establish automatic data exchange between:
● the electronic health system;
● the system for controlling persons and vehicles crossing the state border;
● the unified information system of the Ministry of Internal Affairs.
Thanks to this integration, agencies will be able to automatically verify documents, tax numbers, and other personal data. This should increase the reliability of information, reduce the risk of abuse, and simplify the verification of patient data in various state registries.

The Ministry of Health emphasizes that the main goal of integration is to increase the reliability of data in the system, since the ESOZ is used to generate:
● electronic prescriptions for medicines,
● medical reports,
● treatment plans,
● referrals for examination or hospitalization.
Currently, the ESOZ is one of the largest digital medical ecosystems in Europe. Doctors, pharmacies, patients, and the National Health Service of Ukraine (NHSU) work with it on a daily basis.
Thanks to accurate data, the state will be able to more effectively control the quality of services provided under the Medical Guarantees Program, as well as reduce the number of technical errors and cases of duplicate patient records.
The bill also contains provisions on the exchange of information about pharmaceutical workers between the ESOZ and the body responsible for quality control of medicines. This will strengthen control over compliance with licensing requirements in the pharmaceutical sector.
