The Cabinet of Ministers of Ukraine has adopted a resolution that simplifies the procedure for obtaining a combatant certificate (UBD) and regulates access to data from the Unified State Register of War Veterans (EDRVV). This was reported by the press service of the Ministry of Veterans Affairs.
According to the ministry, the new rules will make government services simpler and more accessible. Now, it will be possible to obtain a COM certificate closer to one's place of residence, and families of prisoners of war and missing persons will have more opportunities to quickly obtain the necessary documents.
What has changed?
Submitting an application through the ASC
Volunteers who have been granted combatant status by the Ministry of Veterans Affairs can now apply for a certificate through administrative service centers (ASC). This will significantly reduce processing time and make the process more convenient.

Updated application form
The application form has been brought into line with the current procedure. This will help avoid bureaucratic inconsistencies in the process of obtaining a combatant certificate.
Expanded access to the Unified State Register of War Veterans
The changes also eliminate legal confusion regarding the categories of persons who can obtain an extract from the Unified State Register of War Veterans. From now on, not only veterans themselves, but also their relatives can request an extract. In particular, this right has been granted to able-bodied parents of missing and captured war veterans.
New opportunities for foreigners and stateless persons
Separate provisions have been made to regulate the status of foreigners and stateless persons who participated in the defense of Ukraine. They will be able to officially obtain the status of a combatant or a person with a war-related disability.
It is important to note that the Ministry of Veterans Affairs has become the sole authority authorized to grant such status. This applies to both current military personnel and those who have already completed their service. The applicant's place of residence will no longer be relevant.
The changes adopted are another step towards simplifying access to public services for veterans and their families. From now on, obtaining a combatant certificate and the necessary extracts from the Register will be faster, clearer, and more accessible.
Reminder! Ukraine is preparing changes to the rules for reserving employees of critically important enterprises. The Verkhovna Rada has passed the first reading of a bill that allows temporary reservations to be made even for men without a military ID or those who are wanted by the TCC.
