Britain wants to tighten immigration rules: will this affect Ukrainians?
The United Kingdom is discussing revising the rules for obtaining permanent residence permits. The authorities intend to tighten the criteria for migrants, focusing on English language skills, financial independence and real contribution to society. The UK is preparing to review the conditions for obtaining Indefinite Leave to Remain (ILR) — a permanent residence permit. This refers to consultations and policy proposals by the new Labour government, not a law passed ‘against Ukrainians.’ The key focus is to make the path to permanent residence more ‘deserved.’ Against this backdrop, there is a fierce public debate with the Reform UK party, which proposes to replace ILR with a multiple-entry five-year visa altogether. This is reported by Reuters.

What exactly is being discussed?
▪️ Language level — higher requirements for English language proficiency.
▪️ Financial independence — mandatory employment, payment of social contributions, refusal of state assistance.

Currently, most foreigners can apply for ILR after five years of residence. The consultations are discussing a possible increase in the waiting period, as well as the formalisation of community participation as a criterion.
The reform is being discussed against the backdrop of the growing popularity of the Reform UK party, which proposes to completely abolish indefinite leave to remain and replace it with five-year renewable visas. Prime Minister Keir Starmer has called such initiatives ‘racist policies’ and promised that Labour will seek ‘tough but realistic’ solutions.

Will this affect Ukrainians?
In recent days, headlines have been actively circulating on social media and messaging apps that Britain is tightening the rules specifically for Ukrainian refugees. In fact, this is incorrect:
▪️ This is a reform for all foreigners applying for ILR.
▪️ Ukrainians currently live in the country under the temporary Homes for Ukraine and Ukraine Permission Extension programmes, which do not lead directly to ILR.
▪️ The government has not adopted any separate ‘new rules’ for Ukrainians.
Official consultations on the reform will begin towards the end of 2025. Only then will the specific terms and parameters of possible changes be known. So far, these are only political proposals that have not been enshrined in law.

The UK has announced the extension of the Ukraine Permission Extension (UPE) programme, which allows Ukrainians to remain in the country while retaining their right to work, housing and social support. The decision was made against the backdrop of approaching visa expiry dates and growing concerns among migrants.
