The ‘Diia’ programme has launched a basic social assistance scheme, combining several payments at once
A new format of family support has been introduced in Ukraine — basic social assistance, which can now be obtained through the ‘Dія’ app. This type of payment combines several different types of assistance and is calculated individually based on family income. Ukrainian families now have the opportunity to apply for basic social assistance through the Diya app. This was announced by the Ministry of Social Policy, Family and Unity.
What is basic social assistance
This new type of support combines several state benefits into one. This means that families will no longer have to submit separate documents for each of them. The amount of assistance is tied to a base value, which is currently 4,500 UAH.
The assistance is calculated individually: it is the difference between the total amount of the base value for all family members and their average monthly income.
What payments are combined
At the moment, through ‘Dія’, you can apply for basic social assistance if your family receives:
▪️ assistance to low-income families;
▪️ payments for children to single mothers;
▪️ temporary assistance to children whose parents evade alimony or whose whereabouts are unknown.
At the same time, the service is not yet available to recipients of assistance for children from large families. Such families need to submit a written application to the nearest service centre of the Pension Fund of Ukraine.
Requirements and necessary documents
To apply, you will need a biometric document — an ID card or foreign passport — as well as a verified tax number (RNUKPN).
Families can choose to receive the new type of assistance or keep the ‘classic’ payments they currently receive.

Launch of the project
The pilot project for basic social assistance started in July 2025 and is scheduled to last two years. Now, the Ministry of Social Policy is launching it on a permanent basis.
On 17 September, the Cabinet of Ministers of Ukraine approved a draft law according to which, from 1 January 2026, social assistance to low-income families will be transformed into basic assistance.
Under the new approach, the amount of assistance will be determined as the difference between the total basic amount for family members and their average monthly income. At the same time:
▪️ for the first family member (authorised representative), 100% of the basic amount is taken into account;
▪️ for each subsequent family member — 70%.
Reminder! Ukrainians living in Poland will face significant changes in the rules for receiving social assistance, which will particularly affect families with children, the elderly and those who do not have official employment.
