In 2025, the Green Card will remain a mandatory motor insurance policy for all Ukrainians wishing to travel to Europe by private transport. It covers damage caused to third parties as a result of a road traffic accident. The Green Card rules in Europe provide for strict liability for not having a policy – fines in some countries (e.g. Germany) reach €1,000, and in some cases, vehicle confiscation and deportation are possible. What is a Green Card motor insurance policy?


The Green Card is a mandatory international insurance agreement for the civil liability of land vehicle owners. It is analogous to the Ukrainian MTPL, but is valid abroad. Its main purpose is to cover damage caused to the property and health of third parties as a result of a traffic accident caused by a driver with a Green Card policy.

Is it possible to leave Ukraine without a Green Card?


No, it is impossible to leave Ukraine in your own car without a Green Card. This document is mandatory for crossing the state border. Employees of the Ukrainian border service and customs control of EU countries carefully check its availability. The absence of a policy is grounds for refusal to leave.


What will happen without a Green Card in the EU?


Travelling without a valid Green Card insurance policy in European Union countries is a significant risk and can have serious consequences:


Fine: The presence of the policy is checked, and high fines are imposed for its absence.


Vehicle impoundment: The police have the right to impound and send the car to an impound lot until insurance is obtained or the fine is paid.


Compensation for damages: In the event of an accident, the person responsible who does not have insurance will be required to fully compensate all damages to the victims at their own expense. The amount of compensation can reach tens or hundreds of thousands of euros.


Deportation: A person may be deported from the country with a 5-year entry ban. In the context of globalisation and regular travel, this is a rather serious punishment – airspace is closed, so the route can only be laid by land through Poland or Moldova (the two countries most visited by Ukrainians).

What are the fines in Poland without a Green Card in 2025?


Fines for not having compulsory civil liability insurance in Poland are set by the Insurance Guarantee Fund (UFG) and depend on the minimum wage, which is indexed annually.


Up to 3 days without insurance: approximately PLN 1,700 (about €400).


From 4 to 14 days: approximately PLN 4,200 (about €970).


More than 14 days: approximately PLN 8,500 (about €1,960).

What are the fines in Moldova without a Green Card in 2025?


Fines for not having compulsory civil liability insurance (the equivalent of a Green Card in Moldova is called RCA) depend on who the offender is:


For individuals: The absence of a compulsory insurance policy is punishable by a fine of 60 to 90 conditional units, which is equivalent to approximately 3,000-4,500 Moldovan lei (about 150-230 euros).


For legal entities: The fine is significantly higher, ranging from 150 to 200 conditional units, or approximately 7,500-10,000 Moldovan lei (about 380-500 euros).

1. Go to the Visit Ukraine portal.

2. Select the ‘Car Insurance’ section and choose ‘Green Card’.

3. Enter the necessary information about your car (make, model, registration number) and driver.

4. Pay for the policy online using your preferred payment method.

5. Receive an electronic version of the policy to your email. Just save it on your smartphone or print it out.
