New responsibilities for the TCC, pensions and changes for schoolchildren: innovations for Ukrainians from 1 September
In September 2025, important changes will come into force in Ukraine that will affect pensioners, displaced persons, schoolchildren and employees of territorial recruitment centres. The changes concern pension supplements, the procedure for receiving payments for internally displaced persons, new rules for the educational process and the introduction of body cameras for employees of territorial recruitment centres. September 2025 brings a whole bunch of changes that'll affect pensioners, displaced people, schoolkids, and workers at territorial recruitment centres (TRCs). Some of the new stuff kicks in automatically, while others need supporting documents or checks.
Pensions from 1 September: allowances and new requirements
From September, Ukrainian pensioners aged 70 and over will receive monthly supplements if their pension is less than UAH 10,340.35.
The size of the supplement depends on age:
▪️ 70–74 years old — 300 UAH
▪️ 75–79 years old — 456 UAH
▪️ 80+ years old — 570 UAH
The calculation is done automatically, without applying to the Pension Fund.
However, pensioners living abroad or in temporarily occupied territories are required to undergo mandatory annual physical identification by 31 December. This can be done through the PFU portal or via video link with ‘Diy.Podpis’. Additionally, it is necessary to confirm that the person does not receive a pension from Russia.
Support for IDPs: payments and mortgages
Payments for internally displaced persons are maintained, but stricter checks are being introduced.
Amount of assistance:
▪️ UAH 2,000 for adults
▪️ UAH 3,000 for children and people with disabilities
Payments may be suspended if the person has been abroad for more than 30 days, has purchased a home or car, or has a deposit of more than UAH 100,000.
In addition, on 10 September, the updated mortgage programme ‘єОселя’ (Home) will start for IDPs and residents of frontline regions. The state will compensate up to 70% of the down payment (no more than 30% of the cost of housing worth up to 2 million UAH), up to 70% of the monthly payment in the first year, and up to 40,000 UAH for related expenses.

Education: the learning process and new subjects
The 2025–2026 academic year officially begins on 1 September, but schools determine the dates of holidays and the last day of school independently.
The format of education depends on the region:
▪️ in safe areas — in person,
▪️ in frontline areas — remotely or in a mixed format.
Now, a minimum of five students is sufficient for distance learning. In-person classes are only possible if there is a shelter in the school or within a 500-metre radius.
New subjects and curriculum changes
In Year 8, the compulsory subject ‘Entrepreneurship and Financial Literacy’ is introduced. Energy efficiency lessons are integrated into Years 4–11.
In senior classes, the number of hours for the subject ‘Defence of Ukraine’ will increase to two per week, with an emphasis on tactical medicine, the use of drones and survival skills.
Additional payments to teachers and school funding
From 1 September, monthly additional payments to teachers will increase to UAH 2,000 (UAH 2,600 before tax). Funding will continue in 2026.
Schools with fewer than 45 students will lose state funding and will only be able to operate on local budgets or other sources.
School meals
Students in grades 5-11 in frontline areas will receive free meals. Free meals will continue to be provided to younger pupils throughout the country.
12-year school
A pilot project to transition to a 12-year school system will be launched on 1 September. This was announced by Serhiy Babak, head of the Verkhovna Rada's education committee.
New academic and vocational training programmes have been developed for this purpose.
‘The procedure for conducting the experiment has not yet been made public, but the Cabinet of Ministers has already made the relevant decision. The pilot project will last until 1 September 2027. This is the first step towards the introduction of a new State Standard for Secondary Education and preparation for the transition to a 12-year system,’ Babak writes.
New responsibilities for the TCC
From 1 September 2025, all TCC employees will be required to use body cameras when delivering summonses and checking documents. Video will become mandatory confirmation of the legality of actions. So far, about 85% of the equipment has been provided, but purchases are continuing.
