Ukraine wants to introduce new rules and fines for curfew violations. Find out more about the penalties for violators and the circumstances under which liability will not apply
The Verkhovna Rada has registered a new draft law No. 13633 concerning rules during martial law. If adopted, clear fines will be imposed for violating curfew and certain other actions.
What violations will be punished?
First, the document proposes to establish liability for:
1) Staying in mandatory evacuation areas without a pass. If a person remains in such an area without permission, they will face a fine of 30 to 50 non-taxable minimum incomes. If the violation is repeated within a year, the amount will increase from 100 to 200 minimum incomes.
2) Violation of curfew. This applies to going out or being in public places at prohibited times without documents.
Such a violation will result in a fine of 50 to 100 minimum incomes, and for a repeat offense, 100 to 200 minimum incomes.
When will there be no fines?
However, there are exceptions. If a person went out during curfew due to danger, they will not be punished. For example:
- when you need to quickly get to a shelter during an alarm;
- to provide medical assistance or help the wounded;
- in case of evacuation or rescue of property;
- in other situations where life or health is at stake.

What else will change?
In addition to the fines themselves, the bill will allow the police to detain violators of the curfew. That is, now it will not only be a warning, but also real consequences.
The new rules should make staying in the country during martial law more orderly and safer. Most importantly, they will provide a clear understanding of what can be done at night and what will result in a hefty fine.
