Who needs insurance to enter Malta?
For Ukrainians entering Malta for tourism purposes, insurance is mandatory.
If you are applying for a Schengen visa (category C), you will not be able to obtain it without insurance. The conditions require coverage of medical expenses, evacuation, etc.
At the same time, for citizens of countries that have a visa-free regime with Malta (e.g. the United States, Canada, the United Kingdom), insurance is not formally mandatory. However, it is strongly recommended due to the high cost of medical services in the country.
Malta is abolishing its ‘golden passport’ programme and switching to a merit-based citizenship model. For more details, please read here.

General requirements for insurance policies for short-term and long-term trips to Malta
If you are planning a trip to Malta for tourism, business or family purposes, regardless of the length of your stay, you must have medical insurance. It is a mandatory requirement for obtaining a visa and an important guarantee of financial security during your trip.
For short-term trips (up to 90 days), in particular when applying for a Schengen type C visa, the insurance policy must meet a number of requirements:
– the minimum coverage must be at least €30,000;
– be valid throughout the Schengen area;
– include coverage for emergency medical care, hospitalisation, evacuation and repatriation;
– be valid for the entire duration of your stay in the EU.
For long-term trips (over 90 days), for example, for study, work or residence with a type D visa, the conditions remain the same. The insurance must also have a minimum coverage of €30,000, be valid for the entire period of stay and cover the Schengen Agreement countries.

What kind of insurance can you get in Malta?
When preparing for a trip to Malta, the question arises: where exactly should you get insurance — directly in the country or before departure, for example, through Ukrainian services? Both options have their advantages and disadvantages.

Local (Maltese) insurance
This type of policy is offered directly by Maltese or local insurance companies. Such insurance can be useful for those who are already in Malta or are planning a long stay. Its advantages include:
– direct access to the local healthcare system and partner clinics;
– insurance terms and conditions in accordance with Maltese law.
However, there are also significant drawbacks:
– such insurance is often only valid in Malta and does not cover other Schengen countries, which is important for travellers planning further trips in Europe;
– the cost of the policy may be higher than that of European or Ukrainian insurance companies;
– the application process is more complicated, especially for foreigners who do not yet have resident status.

The advantages of this method include:
