Portugal, long considered one of the most open EU countries for foreigners, is preparing to significantly tighten its immigration rules.


This decision was made against a backdrop of growing anti-immigration sentiment and political pressure from right-wing forces. The changes may also affect Ukrainians living in the country or planning to move there.

What will change?


On July 16, the Portuguese parliament voted in favor of a package of restrictions, and the next day, President Marcelo Rebelo de Sousa signed a law establishing a new law enforcement agency — the Police for Foreigners.


It will control the stay of foreigners, check documents at airports and on the streets, and deport illegal migrants, according to Publico.


Key changes provided for in the bill:


1. Abolition of the “expression of interest” — it will now be impossible to arrive without a visa and legalize your status on the spot.

2. Introduction of a special visa for finding skilled work.

3. Restrictions on family reunification — relatives can only be invited after two years of legal residence (except for minor children).

4. New deadlines for obtaining citizenship: for citizens of Portuguese-speaking countries — 7 years, for all others, including Ukrainians — 10 years (instead of 5).

Currently, the document is under consideration by the president, who can approve it, send it back for revision, or veto it.

How will this affect Ukrainians?


According to official data, as of April 2025, there are 55,485 Ukrainians under temporary protection in Portugal.


Before the start of the full-scale war, more than 28,000 Ukrainian citizens officially resided here. Some of them have already obtained citizenship or permanent resident status.


Temporary protection for Ukrainians in Portugal has been extended until March 2026. However, according to rfi.fr, no new applications are currently being accepted.


The possible changes will complicate the legalization process for those planning to move in the future. In particular, due to the abolition of the “expression of interest,” it will be necessary to apply for a visa before arrival.


What visas are available to Ukrainians?


D8 (digital nomad visa) — for remote workers with an income of €3,280/month or more (SEF Portugal).


D7 — for people with passive income of €820/month or more (investments, rent, etc.) (SEF Portugal).


Jobseeker Visa — for job seekers for up to 120 days with the possibility of extending for another 60 days (SEF Portugal).
