In which cities of Ukraine are language laws most frequently violated: data from the ombudsman
In the first half of 2025, the language ombudsman recorded hundreds of violations of the law on the state language, conducting hundreds of inspections across the country. Find out in which areas and regions language legislation is most often violated
In the first half of 2025, the Secretariat of the Commissioner for the Protection of the State Language conducted 656 state control measures. Of these, 107 were initiated in 2024, and 549 in the current year. As of 15 July, 521 inspections have been completed, with 135 still ongoing. Thirty-five inspections were carried out on the initiative of the Commissioner.
Control results
During the measures, 524 violations of the language law were identified. 388 reports on administrative offences were drawn up and 136 warnings were issued to business entities for non-compliance with the requirements of Article 30 of the Law on Consumer Services.
Where the language law is most often violated
The leaders in terms of the number of violations were:
1. Kyiv
2. Odesa region
3. Kharkiv region
4. Dnipropetrovsk region
The largest number of violations was recorded in three areas:
▪️ User interfaces — 36% of cases (Article 27 of the Language Law)
▪️ Customer service — 26% (Article 30).
▪️ Information for general reference — 22% (Article 28).

Increase in the number of complaints from citizens
In the first half of 2025, the Commissioner received 1,410 complaints from citizens, 348 more than in the same period in 2024. Experts attribute this to increased public awareness and an active stance in defending the right to use the state language.
