IDPs who have returned from abroad are eligible for payments: who is eligible and under what conditions
Internally displaced persons who have returned from abroad can reapply for financial assistance from the state. Find out more about who is eligible for payments, what conditions must be met, and what documents must be submitted
Ukrainians who were forced to leave the country due to the war but have returned to Ukraine are eligible for state assistance as internally displaced persons (IDPs).
Depending on the circumstances, there are two different mechanisms for granting living assistance to such persons in accordance with the Procedure for Providing Assistance to IDPs. This is reported by the Legal Advisor for IDPs.

Cash payments for IDPs upon return: apply for assistance correctly
1. If a person is applying for assistance for the first time
According to paragraph 8 of the Procedure, a person who has returned from abroad can receive assistance if the following conditions are met simultaneously:
✅ An IDP certificate has been issued
The person must be officially registered as an IDP. The application for assistance and the certificate can be submitted simultaneously, through the “Dія” app or at the local social protection authority.
✅ The application is submitted for the first time
This applies to people who have not previously been granted or paid living assistance as IDPs.
✅ At least 15 working days have passed since returning to Ukraine
Only working days are taken into account — weekends, holidays, and non-working days are not counted.
✅ Property criteria
Assistance is provided only to those who:
- do not have deposits exceeding UAH 100,000;
- do not own housing in the controlled territory that has not been damaged by the war;
- have not made purchases or exchanged currency in excess of UAH 100,000.

2. If you have already received assistance but payments have been suspended
Another mechanism is the continuation of assistance, provided for in paragraph 13 of the Procedure. It applies if the person has already been a recipient of assistance but:
- payments have been suspended (e.g., due to departure abroad);
- or the person has refused assistance.
In this case, assistance may be continued for the next 6-month period if:
- Assistance was already granted after August 1, 2023, in accordance with CMU Resolution No. 709;
- The person has re-registered as an IDP;
- They have moved from territories where hostilities are ongoing or have been ongoing, or from temporarily occupied territories for which no date has been set for the end of hostilities or occupation;
- Their home has been damaged or destroyed and is uninhabitable.
Attention! In this case, paragraph 8 of the Procedure does not apply, and paragraphs 13-1–13-4 apply.
These paragraphs also require the applicant to belong to vulnerable categories, including:
- pensioners;
- persons with disabilities;
- pregnant women;
- unaccompanied children;
- low-income families with children, etc.
Mandatory conditions for all categories of applicants
In all cases, there are a number of property restrictions that cannot be violated in order to receive assistance. In particular:
- deposits exceeding UAH 100,000;
- availability of suitable housing in safe areas;
- large purchases or currency exchange.
