How much did insurers pay to victims of road accidents caused by Ukrainian drivers abroad?

In 2025, Ukrainian insurers paid millions of euros to victims abroad under Green Card policies, despite a decline in the number of contracts concluded. Find out how much was paid out and which companies topped the ranking

In the first half of 2025, Ukrainian motorists signed 654,038 international Green Card insurance agreements. This figure is down 8.74% compared to the same period in 2024. The main reason for the decline is new restrictions on the length of stay for cars with Ukrainian registration in certain EU countries. Many owners are forced to register their cars abroad and take out policies with foreign insurers.

Who issued the most Green Cards

The following insurance companies lead in terms of the number of contracts concluded:

1. Ukrainian Insurance Group – 144,958 contracts

2. TAS – 128,668

3. PZU Ukraine – 82,259

4. Knyazha Vienna Insurance Group – 66,956

5. USO – 47,063

Total insurance premiums for January-June 2025 amounted to over UAH 2.6 billion, which is 1.67% less than a year earlier. The main players in terms of premiums were TAS, Ukrainian Insurance Group and PZU Ukraine.

How much was paid out for traffic accidents abroad

In the first six months of 2025, foreign claims adjusters filed 7,616 claims for traffic accidents caused by Ukrainians abroad. This is 5.13% less than a year earlier, but the total amount of compensation increased to €26.7 million (2.47% more than in 2024).

The number of claims decreased due to a reduction in the number of Green Cards issued. However, payments remain high, as compensation can be paid several years after the accident.

Which companies paid the most compensation

The insurance company TAS remains the leader in terms of the number of settled cases, with 2,161 claims and €6.9 million in payments. It is followed by:

▪️ Ukrainian Insurance Group — 1,290 claims for €4.9 million

▪️ Knyazha Vienna Insurance Group — 861 claims for €2.9 million

▪️ PZU Ukraine — 667 claims for €1.9 million

Alexander Salaychuk, Director of the Green Card Bureau, noted that the international motor insurance market remains stable despite changes in legislation and new rules for the stay of vehicles. The decrease in the number of contracts is a predictable result of new requirements in the EU. At the same time, the high level of payments confirms that the Green Card system reliably protects all road users.

Why is it important to get a Green Card in advance?

You cannot travel abroad by car without a Green Card – it will be checked at the border. If you do not have a policy, you will have to buy one on the spot at a higher price.
