The programme of additional payments to pensioners and people with disabilities from the United Nations World Food Programme, which has been operating in the frontline areas of Ukraine since August 2023, has been officially terminated due to lack of funding. The programme of additional financial support for vulnerable groups of the population, implemented in Ukraine by the United Nations World Food Programme (WFP), has been officially completed. This was reported by the press service of the Ministry of Social Policy of Ukraine.


What is the essence of the programme?


The joint project of the Ministry of Social Policy, the Pension Fund and the WFP was launched in August 2023. Its aim was to support people living in areas where active hostilities are ongoing or may resume, and who have low incomes and do not receive financial assistance from other international organisations.


Thanks to the project, hundreds of thousands of Ukrainians received additional funds every month. On average, about 390,000 people received a total of almost 219 million hryvnias per month, and over the entire period of the programme, the amount of payments exceeded 5 billion hryvnias.


Who was eligible for assistance?


Financial support was intended for pensioners and people with disabilities, including children, as well as those who were not entitled to a pension. The main condition was that their state pension or social assistance did not exceed 3,250 hryvnias per month and that they lived in frontline regions: Chernihiv, Dnipropetrovsk, Donetsk, Kharkiv, Kherson, Luhansk, Mykolaiv, Zaporizhzhia and Sumy.

When did the programme end?


On 28 July 2025, the Ministry of Social Policy announced the end of the project. As explained by the ministry, the July payments were the last ones – due to a lack of funding, the UN WFP will not be able to continue its support in the previous format.


‘Due to limited financial resources, July was the last month of the programme. At this point, the project has been completed,’ the statement said.


Is there any chance that payments will resume?


The ministry does not rule out that in the future, with the arrival of new funds, the programme may be relaunched or transformed into another type of assistance.
