The Ukrainian government is launching a pilot project to create municipal housing — affordable rental apartments. This was reported by the Government Portal.


The initiative aims to provide housing for socially vulnerable groups and encourage Ukrainians living abroad to return home.

Who will be eligible for housing?


The following groups will be eligible for municipal apartments in the first instance:


veterans;

relatives of deceased military personnel;

active military personnel;

internally displaced persons (IDPs);

orphans;

teachers;

doctors;

utility workers.


According to Prime Minister Denys Shmyhal, these categories of citizens are those who most need support in housing.


Conditions for eligibility: size, amenities, criteria


Each family will receive housing based on clearly defined social norms — 40 m² per family of two. The apartments will be fully habitable, with basic furniture and appliances. This will allow new residents to move in immediately and use the housing without significant additional costs.


Communities will act as customers for the construction of housing, and documentation will be developed based on existing standard designs, which should speed up the process and reduce costs.

How much will rent cost?


Rent will be determined using a special formula that takes into account the socio-economic situation in the region.


The rate will be significantly lower than the market rate. Approximately, renting a one-room apartment will cost about 6,000 hryvnia per month. This makes housing affordable even for families with low incomes.


The project will be financed from local budgets, as well as from loan and grant programs of international partners.


First steps — repairs in affected cities


As part of the program, the government has already decided to allocate 540 million hryvnia for the restoration of apartment buildings in the cities most affected by Russian aggression: Zaporizhzhia, Mykolaiv, Izium, Bucha, and Makariv. This involves the repair of more than 200 buildings.


Additional support: rent subsidies


As a reminder, a program of rent subsidies for IDPs has been in place in Ukraine since January 2025. It provides compensation for part of the rent for tenants and reduces the tax burden for landlords.


The amount of the subsidy is determined individually, taking into account income, the number of people in the family, and the cost of housing. At the same time, the rent subsidy does not affect the right to receive benefits for utility payments.


Municipal housing is another step towards the country's recovery, strengthening social protection for Ukrainians, and creating conditions for the return of citizens from abroad.
