The federal states of Germany continue to provide shelter and assistance to Ukrainian refugees. However, due to the large number of migrants, the list of camps in Germany that accept Ukrainian migrants is constantly updated. At the end of 2025, Germany continues to accept refugees from Ukraine and provide them with shelter, distributing them among federal states. Due to the overload of migrants, Germany has identified several regions (and camps in them) that accept Ukrainians.


It is worth noting that re-registration at one's own request is practically impossible, except in clearly defined situations. Therefore, in order to choose the best conditions for yourself, it is worth studying the available options in advance.

The refugee camp in Germany and the basic conditions of its operation


Refugee camps in Germany are the main reception and distribution points for refugees, because it is here that they decide which region of Germany to send refugees to, and it is impossible to predict this in advance. Usually, Ukrainians remain in the region to which they arrived at the “reception point”. However, if there is no accommodation available, a person may be sent to another region.


How to choose a camp for initial arrival?


You can only choose a camp when you enter Germany. Therefore, we advise you to choose the one that is most convenient for you to reach. It is important to remember that the choice of camp is made only once. Once you have registered in one region, you will not be accepted in others.


How can a Ukrainian change his/her region of residence in Germany?


Emigration to Germany on the basis of temporary protection status requires residence in the region to which they are assigned. To move to another region, you must have a valid reason, such as:

– employment;

– marriage;

– maintenance of minor children.


Housing situation in Germany for Ukrainians in December 2025


The housing situation in Germany remains difficult. Many migrants are forced to live in temporary accommodation such as hangars, dormitories or converted sports halls. Although the temporary protection programme under ‘Paragraph 24’ provides a basis for accommodating refugees from Ukraine, it cannot fully solve the housing problem for more than a million migrants.

Which camps in Germany will accept Ukrainian refugees in December 2025?


Baden-Württemberg


Baden-Württemberg is one of the most popular reception points. As of October 2025, the situation is very unstable. Many new arrivals are distributed to other federal states. The decision is made by an automated system on a case-by-case basis.


Karlsruhe


Address: Durlacher Allee 100, 76137 Karlsruhe. Open, sometimes distributes to other regions. Since January 2024, it has been accepting anyone who travels by car. Among the features are the following:

– cars must be parked outside the reception point;

– animals larger than a cat are not allowed.


Ellwangen


Address: Georg-Elser-Str. 2, 73479 Ellwangen. Accepts refugees from Ukraine, but sometimes sends them to other states.


It is not recommended to arrive with pets.


Freiburg


Address: Müllheimer Str. 7, 79115 Freiburg. Open, but may distribute to other federal states.


Accepts small pets, which must remain with their owners at all times (dogs must be kept on a leash).

Bavaria


München


Address: Dachauer Str. 122a, 80637 München

As of October 2025, the Munich reception center often distributes to other federal states. If it distributes to Bavaria, it is usually to the southern part of Bavaria (Oberbayern).

The reception centre is not recommended for pet owners. Currently, the shelter does not accept migrants with domestic animals, and shelters in the region are overcrowded. 


Augsburg


Адреса: Aindlingerstr. 16, 86167 Augsburg. Since December 2024, pets are not accepted.


Regensburg


Адреса: Zeißstraße 1, 93053 Regensburg. Distribution takes place in the eastern part of Bavaria, in rural areas.


Bamberg


Address: Erlenweg 4, 96050 Bamberg. Acceptance is round the clock, but registration with pets is prohibited. Distribution is carried out in the northern part of Bavaria (Franconia).


Geldersheim


Address: Conn-Str. 1, 97505 Geldersheim. Distribution takes place in the northern part of Bavaria.

Berlin


From 01.12.2025: Oranienburger Straße 285. 13438 Berlin (metro station U Karl-Bonhoeffer-Nervenklinik) - new arrivals should contact building 22 (Haus 22). Pets are not allowed.


Important! Tegel (old airport) - closed after 01.12.2025.

Berlin is updating the procedure for accepting Ukrainians, and starting from December 1, 2025, initial registration will take place according to new rules. The reasons for the changes and the new rules were discussed in this article.

Hamburg


Reception Center: Bargkoppelweg 66a, open 24 hours.


Pets are not allowed!


Haart 148, 24539 Neumünster, Schleswig-Holstein


Address: Segebergerstr. 100, 23795, Bad Segeberg.

Possible transfer to another dormitory. Pets are not allowed.


Hesse


Gießen (Rödgener Straße 59-61, 35394 Gießen Ankunftshalle) – reception point open.

The best time to arrive is on weekdays before 8 p.m.


Information for those travelling by public transport: there is the possibility of overnight accommodation in Frankfurt (Bahnhofsmission):

Step 1: Take the train from Frankfurt to Gießen Bf;

Step 2: Take bus 1 or 17 from Gießen Bf to Sophie-Scholl-Schule.

Niedersachsen — Lower Saxony


- Bramsche (Im Rehhagen 8, 49565 Bramsche).

- Friedland (Heimkehrerstr. 18, 37133 Friedland).


North Rhine-Westphalia


There is a single reception centre here – Bochum (Gersteinring 50, 44791 Bochum). As of October 2025, the reception centre distributes Ukrainians to other federal states.

Rhineland-Palatinate


There are two reception points operating here – Trier (Dasbachstr. 19, 54292 Trier) та Speyer (Spaldinger Str. 100, 67346 Speyer).


Saarland


There is a single reception centre here in Lebach (Schlesierallee 17, 66822 Lebach). It only accepts you if you already have accommodation in Saarland. If not, you will be redirected to Rheinland-Pfalz/Trier.

Schleswig-Holstein


Neumünster


Address: (Haart 148, 2359 Neumünster) – open for reception, but distributes to other centres.


Boostedt


Address: (Von-dem-Borne-Straße, 24598 Boostedt) – open for reception, but there are not enough places available.


The camp accepts pets, including large dogs. However, as of July, there was information about the urgent relocation of refugees to dormitories, where pets are not allowed.


Please note! The city administration cannot accommodate refugees with pets. If you register at this reception centre, you may have to take your pets to a shelter at your own expense.


Seeth


Address: (Hauptstraße 100, 23845 Seeth) – the situation is similar to the previous camp: reception is available, pets are allowed, but there have been cases of redistribution to dormitories with restrictions on pets.


Please note! The city administration cannot accommodate refugees with pets. If you register at this reception centre, you may have to take your pets to a shelter at your own expense.




According to German law, foreigners entering the country are required to have an appropriate insurance policy. Thuringia


- Suhl (Weidbergstr. 10, 98527 Suhl) — can distribute to other states if there is no space

- Eisenberg (Jenaer Str. 49, 07607 Eisenberg) — can distribute to other states if there is no space
