Entry to Ukraine for Armenian citizens: do foreigners need a visa in 2025?

The issue of entry requirements is crucial for foreign citizens planning to visit Ukraine, especially given the current geopolitical situation and changes to visa regulations. For citizens of the Republic of Armenia, as for many other countries, intergovernmental agreements establish a visa-free border crossing procedure. Rules for entry from Armenia to Ukraine
List of documents for visa-free entry from Armenia to Ukraine
In accordance with current intergovernmental agreements and Ukraine's visa policy, citizens of the Republic of Armenia are entitled to visa-free entry to Ukraine. The permitted period of visa-free stay is up to 90 days within any 180-day period. To cross the border under the visa-free regime, a foreigner must present a valid foreign passport, which must be valid for the entire period of the planned stay in Ukraine. In addition, the Ukrainian border service has the right to request proof of the purpose of the trip (e.g. hotel reservation, tourist voucher, invitation from individuals or legal entities), proof of sufficient financial means for the entire period of stay and for the return journey (cash, bank statements), as well as a mandatory valid insurance policy that must cover the costs of emergency medical care, treatment and repatriation, taking into account, given the current situation, coverage of military risks.

When will an Armenian citizen need to apply for a visa to Ukraine?
An Armenian citizen will need to apply for the appropriate visa in advance at the diplomatic or consular offices of Ukraine if the planned stay exceeds 90 days within a 180-day period. A visa is also required for Armenian citizens whose purpose of visit does not meet the conditions of the visa-free regime, for example, for long-term study, official employment or other purposes that require a temporary or permanent residence permit. In such situations, it is necessary to apply for a long-term visa (type ‘D’), which is the basis for obtaining the relevant permit after arrival in Ukraine. In addition to a passport, a completed visa application form, a photograph, proof of financial support and medical insurance policy for obtaining a residence permit, as well as documents confirming the purpose of the long-term stay (e.g., study agreement, work permit, etc.) are required to apply for a visa.

How to plan a trip to Ukraine?
➤ Book a tour
Planning a trip should start with determining the purpose of the visit and the format of the holiday, and booking a tour with a licensed operator is one of the most reliable ways to do this. A formalised tourist voucher or contract for tourist services not only guarantees the organisation of logistics and accommodation, but also serves as official confirmation of the tourist purpose of the trip when crossing the state border. The tour operator can also take responsibility for arranging medical insurance that meets all Ukrainian requirements, which greatly simplifies the preparatory stage for foreign tourists.
➤ Plan your route
Given the restrictions on air travel in Ukraine, planning your route requires careful attention to detail, as entry is mainly by land transport across the western borders with EU countries or Moldova. It is necessary to study in detail the available rail and bus connections from major cities in neighbouring countries (e.g. Poland, Romania, Hungary) to key Ukrainian cities, taking into account waiting times at border crossings and the current security situation in the regions. A detailed, well-planned route not only optimises travel time, but also helps to clearly confirm the purpose of the trip to border guards.
➤ Purchase tickets
Purchase tickets for international flights to European airports closest to Ukraine, as well as onward tickets for ground transportation (trains, buses) to your final destination in Ukraine, in advance to ensure the best prices and seats. When purchasing tickets, you should always choose the return option, as the availability of a return ticket or a ticket to a third country is one of the mandatory confirmations of a foreigner's intention to leave the territory of Ukraine within the permitted period of stay. It is recommended to have printed copies of all tickets, which will serve as reliable proof of your planned departure.
➤ Find accommodation
Searching for and booking accommodation – whether a hotel, apartment or private accommodation – must be completed before leaving Armenia. A booking confirmation, such as a receipt or voucher, is another important piece of documentation proving that the foreigner has a place to stay and has clearly planned their visit, which reduces the risk of questions from border control officials. It is advisable to choose hotels or accommodation located near bomb shelters or in relatively safe regions to minimise the risks associated with the security situation in the country.
➤ Take out an insurance policy
Taking out compulsory medical insurance is a critical step, as its availability is checked by the border service. An insurance policy for travel to Ukraine must meet two key criteria: it must be valid for the entire period of stay and have sufficient coverage (usually at least €30,000 or equivalent). Given the current situation, it is recommended to choose policies that include coverage of military risks, in particular the costs of emergency care, evacuation and repatriation, which will ensure maximum protection in unforeseen circumstances.
➤ Prepare documents for travelling by car
If an Armenian citizen plans to enter Ukraine by car, in addition to the standard list of documents, they must have a valid international driving licence and a vehicle registration certificate. The key document is the international agreement on compulsory civil liability insurance for owners of land vehicles, known as the ‘Green Card’, which is mandatory for all foreign-registered vehicles entering Ukraine. It is also recommended to have a voluntary policy car insurance Basik KASKO with coverage of military risks, as standard insurance may not cover damage caused by hostilities.
