Ukrainian passport service SE Document launched in Bulgaria: where is it located and what services are available?

A mobile passport service for Ukrainians has launched in Varna. Find out what documents you can obtain, where the service points are located, and how to sign up for an appointment.
Starting May 7, 2025, Ukrainians in Bulgaria can get or renew their documents without having to go back to Ukraine. A mobile passport service operated by the state-owned company Dokument has begun operating in Varna. This is the result of coordinated cooperation between the State Migration Service, the Ministry of Internal Affairs, and the Ministry of Foreign Affairs of Ukraine. This is a significant step toward supporting more than 250,000 Ukrainian citizens temporarily residing in the Republic of Bulgaria.
What services does the passport service in Varna provide?
Services that Ukrainian citizens can receive in Varna:
● Issuance of an ID card or foreign passport — both initial and replacement for lost or stolen documents;
● Replacement of an ID card or foreign passport — in case of expiration, change of personal data, or damage to the document;
● Replacement of an old-style passport (1994) with an ID card — at the request of the holder or if the document has become unusable.
The service is provided using mobile software and hardware complexes — specialised white minibuses marked “Passport Service”. The service is currently in test mode, but citizens can already submit application forms.

How to get an appointment at the State Enterprise Document in Varna: electronic and live queues
There are two ways to get an appointment at a mobile point:
● Registration via an electronic queue — available on the official website of the State Enterprise Document.
● Live queue — organized and controlled by company representatives directly on site.
It should be noted that demand for such services abroad is growing, so it is recommended to register online in advance to avoid long waits.
Where is the mobile passport service located in Varna?
Mobile complexes serve citizens at the following address: Troshevo Mladost, Vladislav Varnenchik Blvd., 186, Mol Varna Shopping Center, 9009, Varna, Bulgaria
The center's working hours are Monday through Saturday from 9:00 a.m. to 6:00 p.m.
