Ukraine on the way to the EU: launch of the European Vocational Card

Preparations for the introduction of the European Professional Card, an electronic certificate that will make it easier for Ukrainian specialists to access the EU labor market, are starting in Ukraine. On May 9, 2025, the Cabinet of Ministers of Ukraine approved an action plan to prepare for the introduction of the European Professional Card (EPC). This is an important step towards European integration, which will facilitate the mobility of Ukrainian specialists and simplify their access to the labor market of the European Union.
What is the European Professional Card?
The European Professional Card is an electronic certificate that confirms that a specialist meets all the requirements for providing services in the EU. It can also serve as a confirmation of the recognition of professional qualifications for permanent residence in another EU member state or the European Economic Area (EEA).
The main goal of the EQF is to facilitate the free movement of professionals, ensure transparency and speed up the process of recognizing qualifications required to work in the EU.
Why is it important for Ukraine?
Deputy Minister of Economy of Ukraine Tetiana Berezhna said:
“Today we have made another step towards European integration and are starting to work on bringing Ukrainian legislation in line with the EU rules on mutual recognition of qualifications.”
The EU regulates several hundred professions, including those subject to strict standards: doctors, nurses, dentists, architects, pharmacists, and veterinarians. The requirements for such professions can vary significantly from country to country, so harmonizing qualification recognition systems is key to ensuring unimpeded access to the labor market.

What does the implementation plan envisage?
The government-approved plan includes:
Institutional measures - the formation of an organizational framework for the implementation of the map.
Analytical work - analysis and comparison of national legislation with EU standards.
An information campaign to raise awareness among citizens and employers.
Developing a draft law on regulated professions as a basis for adapting the national legal framework.
The introduction of the European Occupational Card will stimulate the modernization of the Ukrainian labor market and greatly facilitate the integration of Ukrainian specialists into the European professional environment.
