Citizens of russia and Belarus who plan to study at Ukrainian vocational colleges in 2025 will be able to do so only after obtaining an individual permit. This procedure will apply to persons who do not have a permanent residence permit in Ukraine. The government has changed its approach to admitting citizens to educational institutions - now a specially created commission under the Ministry of Education and Science will decide on their admission.


We will tell you what the new rules provide for, how the commission will work, and how the admission process for citizens of russia and Belarus will be held in 2025 in the article.


Admission of Belarusians and russians to colleges: who is eligible to apply


According to the new rules, citizens of the russian federation and the Republic of Belarus who do not have a permanent residence permit in Ukraine may apply for admission to professional higher education institutions only if they receive an individual permit from the Ministry of Education and Science.


Thus, an application to a college is possible only after a positive decision of a special commission that will consider applications individually during the admission campaign.


How will the commission of the Ministry of Education and Science work?


To ensure an objective review of such applications, the Ministry of Education and Science of Ukraine has set up a special commission consisting of experts from the Ministry of Education and Science. Its task is to analyze each request from citizens of Belarus or russia and prepare recommendations on the feasibility of granting permission to participate in the admission campaign.


The commission will work during the active admission period - from June 25 to October 20, 2025. After reviewing the application, the commission will make a recommendation to the leadership of the Ministry of Education: to grant or deny the permit. Without this permission, a foreigner will not be able to apply to the college.

How will college admission work in 2025?


The procedure for admission to Ukrainian colleges in 2025 will be unified for all applicants, regardless of citizenship - after receiving permission from the commission, a person goes through a general admission campaign on an equal footing with other applicants.


The main stages of admission:


● Competitive selection - based on the competition score.

● All applicants are required to participate in a creative competition or an individual interview.

● Evaluation of results:

— A score from 100 to 200 points (in increments of 1 point) is assigned for the creative competition or interview;

— In case of inconsistency, the applicant receives an “unsatisfactory” grade and is not allowed to participate in the competition.

● An alternative to the interview is to submit the results of the NMT (National Multisubject Test) for 2022, 2023, 2024 or 2025.


Thus, even with permission from the Ministry of Education and Science, an applicant from russia or Belarus must go through all the mandatory stages of the competitive selection process - there are no benefits or simplifications in the procedure.
