Germany continues to accept Ukrainian refugees, distributing them across specific regions and camps, each with its own characteristics. It is important to know that re-registration at your own request is practically impossible, except in certain clearly defined cases. Therefore, in order to choose the most comfortable conditions for yourself, you need to carefully study the available options. Please note that there are currently projected restrictions on accommodation in these camps in the future.

For detailed and up-to-date information on camps for displaced persons as of July 2025, please refer to our material.

Camp for displaced persons and basic conditions of its operation

Refugee camps in Germany are the main reception and distribution points for refugees. It is here that decisions are made about which region of the country a person will be sent to, and it is impossible to predict this in advance. Usually, Ukrainians remain in the region where they first arrived. However, if there are no vacancies at this point, the refugee may be sent to another region.

How to choose a camp for initial arrival?

You can only choose a camp when you enter Germany. Therefore, we advise you to choose the one that is most convenient for you to reach. It is important to remember that the choice of camp is made only once. Once you have registered in one region, you will not be accepted in others.

Rules for moving between regions

Forced migrants are required to live in the area to which they have been assigned. To move to another region, you need a special document and valid reasons, such as:

– employment in another region;

– marriage;

– maintenance of minor children.

Housing situation in Germany

The housing situation in Germany remains difficult. Many migrants are forced to live in temporary accommodation such as hangars, dormitories or converted sports halls. Although the temporary protection programme under ‘Paragraph 24’ provides a basis for accommodating refugees from Ukraine, it cannot fully solve the housing problem for more than a million migrants.

Important! Camps for displaced persons operate 24/7.

Which ‘camps’ are accepting Ukrainian displaced persons in July 2025?

Aden-Württemberg

Baden-Württemberg is one of the most popular reception points, but since April 2025, all new arrivals have been distributed to other regions.

1. Karlsruhe

Address: Durlacher Allee 100, 76137 Karlsruhe. Open, sometimes distributes to other regions. Since January 2024, it has been accepting everyone who arrives by car. Among the special features are the following:

– cars must be parked outside the reception centre;

– animals larger than cats are not allowed.

2. Ellwangen

Address: (Georg-Elser-Str. 2, 73479 Ellwangen). Accepts refugees from Ukraine, but sometimes sends them to other states.

It is not recommended to arrive with pets.

3. Freiburg

Address: Müllheimer Str. 7, 79115 Freiburg. Open, but often distributes refugees to other federal states. Please note the following:

– Does not accept persons requiring special medical care.

– Accepts small pets that must remain with their owners at all times (dogs must be kept on a leash).

Reminder! The formation of a new coalition in Germany may lead to serious changes in the temporary protection conditions for Ukrainians. There are plans to gradually abandon the current status, tighten controls, reduce payments for new arrivals and tighten integration and employment requirements.

Bayern

München

Address: Dachauer Str. 122a, 80637 München

Distributed throughout southern Bavaria. This reception centre is not recommended for pet owners. Currently, the shelter does not accept migrants with domestic animals, and shelters in the region are overcrowded. Migrants are distributed within the region.
