Rules for entering Ukraine by car: what you need to know
Ukrainian citizens can enter the country with one of the documents provided for by current legislation. These can be documents that prove your identity and citizenship, including a foreign passport. After returning home, Ukrainian drivers can freely use transport without any restrictions on the length of their stay.
Foreigners can only enter Ukraine if they have a specific set of documents. The main document is a valid foreign passport, which must be valid for the entire period of the planned stay. In some cases, entry is permitted with an ID card (in particular, for citizens of Turkey or Georgia). If your country does not have a visa-free regime with Ukraine, you must obtain a visa.
In addition, the border service may require confirmation of the purpose of the trip (e.g., residence documents or an invitation), proof of financial means (calculated at 45 US dollars per day), and medical insurance.
Documents required for entry into Ukraine for foreigners
– Valid foreign passport.
– Visa (if required).
– Documents confirming the purpose of the visit.
– Documents confirming financial security.
– International insurance policy ‘Green Card’.
Important! Foreigners have the right to use a car with foreign registration for up to one year. If you plan to use the car for more than two months, it is recommended to register it temporarily at the Ministry of Internal Affairs service centre. After the end of your stay, the vehicle must leave the territory of Ukraine. It is also mandatory to obtain international motor insurance ‘Green Card’.

Entering Ukraine by car: what documents must you have with you to enter the country in a car with foreign number plates?
To avoid delays at the border, you must have all documents confirming your identity, your right to drive a vehicle, and your right to import it. This applies to both Ukrainians and foreign citizens. Check that all your papers are in order before leaving home — this will save you time and nerves.
List of essential documents for entering Ukraine by car:
– Foreign passport (for foreigners) or ID card/passport of a Ukrainian citizen;
– Driving licence (national or international);
– Vehicle registration certificate (technical passport);
– International motor insurance card ‘Green Card’ for foreigners;
– Notarised power of attorney (if you are not the owner of the car).
Having these documents guarantees you unhindered entry into Ukraine and legal stay in the country with foreign transport.
What cannot be imported into Ukraine — find out at the link.

Car insurance in Ukraine: compulsory and recommended insurance policies
Having an insurance policy is a key element of safe travel. If the car has Ukrainian number plates, you need motor third-party liability insurance, which is compulsory. For cars with foreign registration, you need a Green Card — without it, the car will not be allowed to enter the country.
We also recommend taking out voluntary insurance — a Mini Hull insurance policy. It covers the main risks, including accidents, natural disasters and even damage related to war. This policy can be taken out for both Ukrainian and foreign vehicles.
How to cross the border by car: tips for quick border crossing
To minimise waiting time, we recommend checking the online queues at border crossing points in advance. Choose less busy crossings, plan your departure during off-peak hours (in the morning on weekdays) and prepare all documents in advance — this will save precious minutes and help you avoid unnecessary questions.
Also pay attention to the appearance of your car — a clean interior and body, working headlights and indicators — these are small details that create a positive first impression on border guards.

What to do in case of an emergency on the road?
A road accident or other force majeure situation abroad is not a reason to panic. First of all, ensure your personal safety and the safety of your passengers. If it is a traffic accident, notify the police and your insurance company. In case of a technical malfunction, contact the evacuation service, which is included in some insurance policies.
Keep the contact details of your country's consulate or embassy in Ukraine with you. It is always useful to have a supply of drinking water, a first aid kit, a charged phone and an emergency kit for your car.
Planning a trip to Ukraine?
For peace of mind, take out a Mini Hull insurance policy at Visit Ukraine — it's your financial security in all circumstances.
Reminder! Car rental is a popular way to travel comfortably and independently. In particular, most international rental companies allow travel outside the country of rental, for example, to another Schengen zone country. Can you enter Ukraine in a foreign rental car — we explain here.
